Background to agenda item 2:
The 2020 fall town meeting approved a non-binding resolution to support an appropriation up to $500,000 for this project. At the Fall Town Meeting in 2021 the first $250,00 was appropriated. This warrant article is to appropriate the second half of that amount to allow Home City Development, Inc. to proceed with securing funding for the project and to begin construction.
The Community Preservation Act funds will come from the following accounts:
  $27,000 - Community Housing balance
  $50,000 - Budgeted  Reserve for 2021
$173,000 - Undesignated Fund Balance
The above reserve account balances will be Community Housing: $10,459.14, Budgeted Reserve: $0.00 , and  Undesignated Fund: $105,145.40 respectively.

Article for the Fall Special Town Meeting on Saturday, October 14 at 10am to appropriate the next $250,000 for the ABA project.
Warrant Article: To see if the town will vote to appropriate from available Community Preservation funds the amount of $250,000 in support of Amethyst Brook Apartments, the Home City Development, Inc. affordable rental housing project at 20-22 Amherst Road or take any other action thereto.

Future agenda items:
Create the job description for an Administrative Assistant: discuss the job description that Judy and Jim will present, modify it if needed, and approve it.
Discuss the possibility of reserving the most recent state match revenues as part or all of the Budgeted Reserves for the upcoming fiscal year at each spring town meeting.
The Select Board has put forward a design for a pavilion over the basketball court at the Pelham School. Select Board member David Shanabrook has written to the CPC: “The Select Board approved of the design, and thought we should have the Planning Board, the CPC and the School Board review the design, then present it to the Town at Fall meeting.”
