This meeting will be conducted in-person, with the public welcome, but will also be made available to the public via remote participation to the greatest extent possible. Members of the public who wish to listen to and/or view the meeting may do so via two-way Video Call (with the option to show yourself on video or not and with the option to use a phone to call in, for two-way audio-only). Please note that while an option for remote attendance and/or participation is being provided as a courtesy to the public, the meeting/hearing will not be suspended or terminated if technological problems interrupt the virtual broadcast or its quality, unless otherwise required by law. Members of the public with particular interest in any specific item on this agenda should make plans for in-person versus virtual attendance accordingly.

AGENDA – OPEN SESSION

6:00 p.m.	Call to Order. 

6:01 p.m.	Ed Neal to discuss an article for the Annual Town Meeting Warrant.

6:05 p.m.	Presentation of the Boston Post Cane to the Town’s oldest resident.

6:30 p.m.	Planning Board representatives to discuss the ongoing zoning bylaw review project being coordinated by the Metropolitan Area Planning Council.

6:45 p.m.	Board of Public Works to discuss options to apportion Transfer Station costs between transfer station stickers and pay-as-you-throw bags.

7:00 p.m.	Public Hearing to consider whether the Town will exercise the Town’s right of first refusal pursuant to G.L.c.61A s.14 to purchase the property known as 31 Apple Street, Assessors’ Map 142, Lot 14, and possibly to execute any and all documents necessary or convenient in connection with the acquisition of said property, including, but not limited to, a Notice of Exercise and Purchase and Sale Agreement.

7:30 p.m.	Personnel from MassDevelopment to discuss various economic development programs available within the Commonwealth.

8:00 p.m.	Finance Committee to discuss fiscal year 2024 Town and School operating and capital budget proposals.

REMINDERS:
•	The Apple Street Roadbed Elevation and Culvert Restoration project will be discussed further at the Conservation Commission on March 14, 2023 at 7:45 p.m., Tow Hall Stage Conference Room.
•	The Selectmen and the Planning Board will meet jointly on March 22, 2023 to discuss the status of the Town’s Zoning Review Project.
•	The next regular Board of Selectmen’s meeting will take place on Monday, March 27, 2023, at 6:00 p.m. in the 3rd floor auditorium of the Town Hall, 30 Martin Street.
•	A Special Town Meeting will be held in the cafetorium of the Essex Elementary School on Monday, April 10, 2023, beginning at 7:30 p.m.
•	A public forum regarding the Town’s Zoning Review Project will take place on April 12, 2023 from 7:00 p.m. to 8:30 p.m. in the Town Hall Auditorium.
•	A public hearing concerning zoning bylaw proposed revisions will take place on the evening of April 19, 2023.
