This meeting will be conducted in-person, with the public welcome, but will also be made available to the public via remote participation to the greatest extent possible. Members of the public who wish to listen to and/or view the meeting may do so via two-way Video Call (with the option to show yourself on video or not and with the option to use a phone to call in, for two-way audio-only). Please note that while an option for remote attendance and/or participation is being provided as a courtesy to the public, the meeting/hearing will not be suspended or terminated if technological problems interrupt the virtual broadcast or its quality, unless otherwise required by law. Members of the public with particular interest in any specific item on this agenda should make plans for in-person versus virtual attendance accordingly.

•	Proposed Schedule and Final Process for Sale of Gregory Island Lots
•	Essex River Cultural District Designation and Grant Management
•	Consideration of a New Alcoholic Beverage Licensing Regulation Section

•	Approve the minutes for the Selectmen’s April 10, 2023, Open Meeting and Executive Session.
•	Vote to sign the waiver of right of first refusal for the property at 31 Apple Street.
•	Sign contract paperwork with the MA DEP for the Gap III Energy Grant to replace aging water & sewer equipment with new, more energy efficient equipment.
•	Vote to accept a donation to the Police Department from Lorraine Hardy-Wyatt in the amount of $100.00.
•	Ratify the Chairman’s signature of the Municipal Pavement Program Project Agreement to be financed by MassDOT in the amount of $885,019.45.
•	Consider a proposal from the Friends of the Library to reconfigure the Library parking area and add a sidewalk and a green space for Library program use, all at the expense of the Friends.
•	Discussion concerning the March 8, 2023 notice from the Manchester Essex Regional School District with respect to the School Committee’s March 7, 2023 vote to authorize debt for the replacement of turf fields.
•	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.

•	Woodman’s Inc., Steve Woodman, for use on Tuesday, August 29, 2023, between the hours of 3:00 p.m. and 8:00 p.m., within the confines of the Tidewater Tent at 125 Main Street, Disc Jockey with amplified speaker pointed towards the Function Hall. There will be a tent on the front lawn of the Essex Room with at least 2 sides down. This is where the DJ will be.
One-Day Sunday Entertainment License:
•	Civic Space Collaborative, Michelle Moon, for use on Sunday, May 21, 2023, between the hours of 12 noon and 5:00 p.m., within the confines of Perkins Marine, 10’ square x 14’ high tents, 82 Main Street, amplification of live  music, Jeff Fraser.
PERSONNEL BOARD:
•	Consider a recommendation from the Reviewers of a request for long-term remote work made by the Town Planner.
•	Consider a recommendation from the Reviewers of a request for long-term remote work made by the Public Health Nurse.
REMINDERS:
•	The next regular Board of Selectmen’s meeting will take place on Monday, May 1, 2023, at 6:00 p.m. in the Teachers’ Lounge at the Essex Elementary School on Story Street.
