Selectmen’s Meeting								August 8, 2022
Town Hall, 3rd Floor Auditorium, 30 Martin Street

This meeting will be conducted in-person, with the public welcome, but will also be made available to the public via remote participation to the greatest extent possible. Members of the public who wish to listen to and/or view the meeting may do so via two-way Video Call (with the option to show yourself on video or not and with the option to use a phone to call in, for two-way audio-only). Please note that while an option for remote attendance and/or participation is being provided as a courtesy to the public, the meeting/hearing will not be suspended or terminated if technological problems interrupt the virtual broadcast or its quality, unless otherwise required by law. Members of the public with particular interest in any specific item on this agenda should make plans for in-person versus virtual attendance accordingly.

AGENDA – OPEN SESSION

6:00 p.m.	Call to Order. 

6:10 p.m.	Alan McCoy, John Schmoler, Dan Fialho, and Georgeanne Richards to discuss placement of a memorial plaque at the Field of Dreams and review events.

6:20 p.m.	Harbormaster Dan Fialho to discuss work plan and operations of the department.

Brendhan Zubricki:  Presentation of his Town Administrator’s Report for the period July 23, 2022 through August 5, 2022, regarding the following:
•	24 Martin Street Site Restoration Update & Request for Final Change Order
•	Analysis of Draft Pricing for Solid Waste/Recycling Disposal Services
•	Review of Preliminary List of Topics for Fall Town Meeting
•	Alewife Brook Stream Study Final Report

OTHER BUSINESS:
•	Approve the weekly warrant in the amount of $.
•	Approve the minutes for the Selectmen’s July 25, 2022, Open Meeting.
•	Vote to ratify the Chairman’s signature on the Police Professional Liability Insurance Renewal Application.
•	Vote to ratify the Chairman’s signature on the Public Officials Liability Insurance Renewal Application.
•	Vote to ratify the Chairman’s signature on the Schedule of Coverages – Special property Coverage.
•	Vote to ratify the Chairman’s signature on the Schedule of Locations.
•	Consider ideas for candidates to fill the vacancy left on the Board of Public Works by Tim O’Leary.
•	Consider candidates to fill the tenant seat vacancy on the Essex Housing Authority:  M. Jane Murphy and Karen Ferreira.
•	Consider a request to change the speed limit on Southern Avenue.
•	Consider a request to place a new memorial bench at Conomo Point.
•	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.

REMINDERS:
•	There will be a ribbon cutting ceremony at the Great Marsh Brewery for its anticipated reopening, time and date to be determined.
•	ABCC Remote Public Hearing will be held on Tuesday, August 9, 2022 at 3:00 p.m. regarding Fenisha Corp. d/b/a Schooners Market.
•	The next regular Board of Selectmen’s meeting will take place on Monday, August 22, 2022, at 6:00 p.m. in the 2nd Floor Stage Conference area of the Town Hall, 30 Martin Street.
•	The next Essex Division meeting of the Greater Cape Ann Chamber of Commerce will take place on Wednesday, August 24, 2022 at 8:00 am at the Riversbend.
•	Essex Police Department Annual Classic Car Show on Sunday, September 11, 2022 from 1:00 p.m. to 4:00 p.m. at Town Hall, the Municipal Lot, the ballfield, and Martin Street.
•	The Smithsonian Exhibition Luncheon Reception is scheduled for Friday, September 23, 2022, from 11:30 a.m. to 1:00 p.m. Please RSVP.
