AGENDA – OPEN SESSION

6:00 p.m.	Call to Order. 

6:05 p.m.	Public Hearing regarding the transfer of an annual wine & malt license and change of manager for Farnham’s Restaurant.

6:30 p.m.	Public Hearing to discuss proposed addition to the Essex Personnel Rules and Regulations concerning remote work.

7:30 p.m.	Selectmen’s meeting recess to attend the Special Town Meeting in the Cafetorium. (Selectmen’s meeting is expected to resume thereafter.)

Brendhan Zubricki:  Presentation of his Town Administrator’s Report for the period March 25, 2023 through April 7, 2023, regarding the following:
•	Gregory Island Lots Sale Process Update
•	School District Budget Collaboration Group Summary and Records Request
•	Preliminary Annual Town Meeting Motions

OTHER BUSINESS:
•	Approve the weekly warrant in the amount of $.
•	Vote to exempt from Section 20 of Chapter 268A of the General Laws, the contracts and amounts for the individuals listed below contained within the 04/06/2023 warrant pursuant to subsection (d) of said Section.

•	Approve the minutes for the Selectmen’s March 27, 2023, Open Meeting and Executive Session, and the minutes from the Selectmen’s April 5, 2023, Open Meeting.

•	Consider a proposal from the Friends of the Library to reconfigure the Library parking area and add a sidewalk and a green space for Library program use, all at the expense of the Friends.
•	Sign the Acceptance of Deed document for the purchase of 30 Apple Street.
•	Sign Purchase & Sale Agreement, a Notice of Intent to Exercise Right of First Refusal document, and any other necessary documents pertaining to the potential purchase of the property at 31 Apple Street (all contingent upon whether the Town Meeting votes this evening to authorize the purchase and to appropriate the necessary funds). Also, sign a separate bills payable warrant for the deposit due on the purchase, if necessary.
•	Vote to recommend the FY2024 Water and Wastewater Enterprise Fund budgets to the Annual Town Meeting.
•	Approve revised Chief of Police employment contract.
•	Review of final Finance Committee recommendations for fiscal year 2024 Town and school operating budgets. Possible vote of support.
•	Update concerning the Manchester Essex Regional School District’s plan to borrow money to replace two turf fields in Manchester.
•	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.

REMINDERS:
•	A public forum regarding the Town’s Zoning Review Project will take place on April 12, 2023 from 7:00 p.m. to 8:30 p.m. in the Town Hall Auditorium.
•	Board of Selectmen’s meeting, Thursday, April 13, 2023, at 8:00 a.m., 2nd floor conference room, Town Hall.
•	A public hearing concerning the proposed zoning bylaw revisions will take place on the evening of April 19, 2023, in the 3rd floor auditorium of the Town Hall.
•	The next regular Board of Selectmen’s meeting will take place on Monday, April 24, 2023, at 6:00 p.m. in the 3rd floor auditorium of the Town Hall, 30 Martin Street.
•	The Annual Town Meeting will take place on Monday, May 1, 2023, starting at 7:30 p.m. in the gymnasium at the Essex Elementary School, 12 Story Street.

PUBLIC COMMENT.


AGENDA – EXECUTIVE SESSION

•	Discussion regarding ongoing dispute with regard to the defects in the roof at the new Public Safety Facility and strategy for potential litigation with respect thereto. Executive Session expected pursuant to G.L. c. 30A, §21(a)(3).
