Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found on the town’s website, at www.essexma.org. For this meeting, members of the public who wish to listen to the meeting may do so via Conference Call.  No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the town’s website an audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting. 6:05 p.m.	Treasurer/Collector Jeff Soulard to request approval and signature of the refunded $41,000 Bond for the Water Department.

6:45 p.m.	Ann Cameron to discuss her perspective on recent protests and events in the nation and how the Essex Police Department may be able to evaluate and possibly improve its present policies and practices to ensure fair treatment of all citizens.

Brendhan Zubricki:  Presentation of his Town Administrator’s Report for the period June 17, 2020 through July 10, 2020, regarding the following:  
•	Review of Essex Police Benevolent Side Letter for Administrative Sergeant
•	Change Order - Miscellaneous Credits & Irrigation Sleeves Public Safety Facility
•	Change Order - Proposed Extension of Time of Public Safety Facility Project
•	Public Safety Facility Construction Project Update
•	Memo to Advise Departments Regarding Fiscal Year 2021 Spending
•	Draft List of Potential Fall Town Meeting Topics
•	Promulgation of Regulations Associated with Local Marijuana Licensing

	Approve the minutes for the Selectmen’s June 29, 2020, Open Meeting and Executive Session.
	Approve a line item transfer request in the amount of $20.00 from Blanket Insurance to VOIP Telephones.
	Approve a line item transfer request in the amount of $500 from Ordinary Benefits to Regional Assessment.
	Discuss current parking and access restrictions at Conomo Point and determine whether any of the current practices and restrictions should be modified or removed.
	Continued review of entertainment license application forms, process, and potential policy. Discussion will include the potential increase of entertainment fees as follows:  Annual Sunday Entertainment License $300 from $50; Annual Weekday Entertainment License $200 from $100; and, One-Day Entertainment License $100 from $25.
	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.

AGENDA – EXECUTIVE SESSION
•	Discussion relative to possible contract negotiations between the Board and the Essex Police Benevolent Association (EPBA).
