6:05 p.m.	Dawn Burnham, Chair, Bicentennial Committee, to discuss appropriate Town Hall exterior sign and meeting hall clock.

7:00 p.m.	Lampke Law (Executive Session Expected – see below)

8:00 p.m.	Finance Committee to discuss FY21 operating budget & FY21 capital projects.
(Personnel from Northeast Massachusetts Mosquito Control District at the beginning of the appointment to discuss mosquito control program.)

9:00 p.m.	Lisa O’Donnell to discuss her perspectives on retail marijuana host community agreement, regulation of entertainment noise, exterior colors and materials for the new public safety building (in her capacity as Town Building Committee Chair), and the Town’s potential participation in the Northeast Massachusetts Mosquito Control District.

Brendhan Zubricki:  Presentation of his Town Administrator’s Report for the period February 8, 2020 through February 21, 2020, regarding the following:  
•	Public Safety Building Construction Project Update
•	Change Order:  Relocation of HVAC Condensers to Public Safety Bldg. Roof
•	Change Order:  Installation of Bottle Filler in Physical Training Room
•	Change Order:  Time Extension for Public Safety Building Project
•	Finalization of Exterior Colors and Materials, Public Safety Building
•	Exploration of Moving to a Different Veterans’ Services District
•	Continued Review of Draft Annual Town Meeting Warrant
•	Apple Street Culvert Replacement Design Grant Update and Application

	Approve the weekly warrant in the amount of $.
	Vote to exempt from Section 20 of Chapter 268A of the General Laws, the contracts and amounts for the individuals listed below contained within the 2/13/2020 warrant pursuant to subsection (d) of said Section.

	Approve the minutes for the Selectmen’s February 10, 2019, Open Meeting and Executive Session.
	Board vote to approve Health Insurance for FY21.
	Consider a request from the Village Restaurant to landscape and maintain the small green space on public land adjacent to Route 133, at its own expense.
	Review correspondence from MA DOT relative to the possible need to change three speed limit signs (Southern Avenue and Western Avenue) to correspond to the Town’s approved speed regulations under the Chapter 90 local road maintenance aid program.
	Further discussion regarding reasoning behind mooring season dates and the Harbormaster’s final position with respect to any proposed changes.
	Discuss revisions to dinghy dock application, including fee and grandfathering for the upcoming season, with new rules for the following season.
	Board vote to name the rowing craft storage area that is contemplated at Clammers’ Beach after David Mears.
	Votes to approve successor employment agreements with the Town Accountant and the Treasurer/Collector.
	Finalization of Conomo Point Commissioners’ Regulations regarding the public storage of rowing craft at Conomo Point.
	Continued review of entertainment license application forms, process, and potential policy.
	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.

	The Planning Board is hosting a public hearing on March 4, 2020, beginning at 7:45 p.m. regarding the proposed bylaw changes placed on the warrant by citizens petition to be considered at the annual Town Meeting 05/04/2020.
	The next regular Board of Selectmen’s meeting will take place on Monday, March 9, 2020, at 6:00 p.m. in the 2nd floor Stage Conference area of the Town Hall on Martin Street.


Executive Session with Legal Counsel to Discuss the purchase, exchange, lease or value of real property, where an open meeting may have a detrimental effect on the negotiating position of the Board; Subject matter- The Manchester Essex Regional School District.
