Agenda: | Selectmen’s Meeting March 23, 2020 Town Hall, 2nd Floor Stage Conference Area, 30 Martin Street AGENDA – OPEN SESSION Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found on the town’s website, at www.essexma.org. For this meeting, members of the public who wish to listen to the meeting may do so via Conference Call. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the town’s website an audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting. The access code is: 8378315. 6:00 p.m. Public Comment. 6:05 p.m. Either Host Community Agreement Advisory Committee or its Recording Secretary to meet with the Board to discuss progress to date on the Committee’s mission, its new focus on a John Wise Avenue site, and the possible marijuana-related articles at Town Meeting. 6:30 p.m. Chief Francis for a discussion regarding the Essex Police Department and their public face with respect to the eventual move into the new Public Safety Building. 7:00 p.m. Finance Committee, Library Trustees, and Youth Commission to discuss final budget numbers and personnel plan for FY21. Brendhan Zubricki: Presentation of his Town Administrator’s Report for the period March 7, 2020 through March 20, 2020, regarding the following: • Recommendation of Fiscal Year 2021 Wage & Salary Scale • Public Safety Facility Project Update • Change Order: Relocation of HVAC Condensers to Public Safety Bldg. Vote to ratify the decision of the Chairman to close Town buildings to the public, the fullest extent possible, with only necessary face to face services to be conducted by appointment. Vote to ratify the declaration of emergency by Chairman Spinney at 9:00 a.m. on Friday, March 13, 2020. Vote to accept the resignation of David Gabor from the Finance Committee, effective 3/9/2020. Vote to approve a request to appoint Laureen Sanderson to fill one of the vacant positions on the Conservation Commission for a partial term of 3 years, ending 6/30/22. Consider candidates for possible appointment to the Community Preservation Committee. Vote to issue and sign a license agreement with the Conomo Point Association to attach ramps and floats to the Stone Pier at the Point. Consider an offer by Mark Haskell to make repairs to the brick Cogswell Tomb in the Ancient Burial Ground on Main Street, at no cost to the Town. Consider declaring the Essex Building Center an “essential business” with respect to the continuing COVID-19 pandemic crisis. Vote to approve FY21 Operating Budget. Annual Town Meeting, June 15, 2020: • Discussion and vote to include articles in the Warrant for the June 15, 2020 Annual Town Meeting as they appear in the 3/23/20 draft, or as revised at the meeting. • Vote to close the Warrant. • Vote to sign the Warrant. • Vote to transmit ballot question language to the Town Clerk, if any. Consider petitioning the State Legislature to allow for changing the date of the Annual Town Election from May 11, 2020 to some other date, in a format and with specific documents all as recommended by Town Counsel. Consider official transmission to the Planning Board of a Selectmen-sponsored zoning article that proposes marijuana-related setbacks, definitions, and related elements. Board decision on whether to leave the Eastern Essex Veterans’ District in favor of joining the Gloucester Veterans’ district. Continued review of entertainment license application forms, process, and potential policy. Discussion will include the potential increase of entertainment fees as follows: Annual Sunday Entertainment License $300 from $50; Annual Weekday Entertainment License $200 from $100; and, One-Day Entertainment License $100 from $25. Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.
