Approve minutes from meeting of January 30th, 2020
Admin. Update: attendance at BOS meeting 02/10/20
Board of Selectmen attendance at and participation in Host Community Agreement Advisory Committee (HCAAC) Meeting
Discussion with respect to whether the existing HCAAC charge and/or name should be expanded/revised/changed.
Discussion with respect to how the HCAAC or its successor name or an entirely new committee might assist the Board with the development of a local bylaw that would establish a local licensing authority and process regulating the sale of marijuana in Essex.
Discussion regarding potential timing of the above elements.
Discussion with respect to whether a local bylaw proposal that would establish a local licensing authority and process regulating the sale of marijuana in Essex should be added to the warrant for the Annual Town Meeting in May of 2020.
Discussion, if necessary, with respect to the petitioned zoning bylaw Annual Town Meeting article proposing to regulate the location of recreational (non-medical) marijuana establishments.
Discussion related to any items that are separately listed on the HCAAC’s agenda.
Additional administrative items
Collect market analysis from BB Botanics, if provided, review and discuss as necessary
Review HCA draft: items categorized as “Town Oversite”, edit as needed
Look at 3 Towns (Brookline, Newton, Georgetown) HCAs/bylaws for items we may want to use. Items considered will include but are not limited to items identified in the HCA outline discussed at January 16th, meeting as written below, with particular attention spent on item “b” and “c”:
HCA Outline
a) Town Oversite (licensing, fines, impact fee, payment sched, reporting/inspection/review, corrective actions, suspension, etc.)
b) Business Responsibilities (cooperation w/authorities, reporting of deficiencies, access to records, studies, manager oversite, etc.)
c) Business Operations (hours, manner of operations, product displays, traffic, parking, environmental, storage, disposal, public safety, etc)
d) Community Outreach/Prevention/Education/Support
Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.
