6:15 p.m.	Michael Ginn to discuss disagreement with an element of the Town’s Harbor 
Regulations.

6:30 p.m.	Antonella Muniz to review on behalf of the Host Community Advisory Committee questions about the Committee’s overall charge.

6:45 p.m.	Finance Committee Chairman Ben Buttrick to discuss overall fiscal year 21 budget picture.

8:30 p.m.	Lisa O’Donnell, Chair of Town Building Committee to review proposed exterior color choices for the new Public Safety Building.

Brendhan Zubricki:  Presentation of his Town Administrator’s Report for the period January 25 2020 through February 7, 2020, regarding the following:  
•	Further Review of Municipal Collaboration Report
•	Public Safety Facility Construction Project and Schedule Update
•	Change Order:  Relocation of HVAC Condensers to New Public Safety Building Roof, with Access Hatch
•	Overview of Fiscal Year 2021 Town Operating Budget Request
•	Review of Preliminary Draft of Annual Town Meeting Warrant

OTHER BUSINESS:
	Approve the weekly warrant in the amount of $.
	Vote to exempt from Section 20 of Chapter 268A of the General Laws, the contracts and amounts for the individuals listed below contained within the 02/06/2020 warrant pursuant to subsection (d) of said Section.

	Approve the minutes for the Selectmen’s January 27, 2019, Open Meeting.
	Consider approval of an expenditure from the Conservation Commission’s Wetlands Protection Fund with respect to an ongoing compliance matter.
	Consider a suggestion from the MA Office on Disability to form a local commission on disability.
	Consider the promulgation of regulations with respect to the use of proposed kayak racks at Clammers’ Beach, acting in the Board’s capacity as Conomo Point Commissioners.
	Discuss possible naming of proposed kayak rack area at Clammers’ Beach in accordance with the Town’s naming policy.
	Consider proposed changes to the Essex Shellfish Regulations with respect to resumption of commercial harvesting on a Sunday in relation to full shellfish bed closure.
	Board review and potential adoption of Financial Reserve Policies that have been recommended by the Town Accountant.
	Countersignature of water pipe easement release from the second owner of 7 John Wise Avenue concerning an easement over 11 John Wise Avenue.
	Discussion regarding whether commercial clammers should be charged an annual fee for boat launching at the Town landing.
	Review status of plans to line out prohibited parking areas in downtown Essex.
	Discuss whether debt for the new Public Safety Building should be repaid on a level principal basis or a level payment basis.
	Consideration of possible change order for dismantling of existing structure at the new public safety facility site.
	Discussion relative to general maintenance and upkeep needs on Town property that DPW laborers may be able to fulfill on an as-available basis.
	Finalization of Calendar Year 2020 Goals for the Chief of Police.
	Potential votes to award merit pay to the Chief of Police and the Town Administrator.
	Potential votes to approve successor employment agreements with the Town Accountant and the Treasurer/Collector.
	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.

REMINDERS:
	The Town Hall will be closed on Monday, February 17, 2020, in honor of President’s Day.
	The next regular Board of Selectmen’s meeting will take place on Monday, February 24, 2020, at 6:00 p.m. in the 2nd floor Stage Conference area of the Town Hall on Martin Street.
	The Planning Board is hosting a public hearing on March 4, 2020, beginning at 7:45 p.m. regarding the proposed bylaw changes placed on the warrant by citizens petition to be considered at the annual Town Meeting 05/04/2020.
