AGENDA – OPEN SESSION

6:00 p.m.	Meeting is called to order.
 
6:10 p.m.	Interview with Timothy O’Leary regarding his interest in serving on the Board of Public Works.

Brendhan Zubricki:  Presentation of his Town Administrator’s Report for the period June 5, 2021 through June 18, 2021, regarding the following:  
•	New Public Safety Facility Roof Update
•	Bid Package & Schedule for Old Fire/Police Station Demolition
•	Disposal of Old Fire Station Generator
•	Use of Remaining CARES Act Funding
•	School District Budget Collaboration Meeting Summary
•	Engineering Services Contract for Conomo Point Seawall Replacement

•	Approve the weekly warrant in the amount of $.

•	Consider the promotion of the Essex Treasurer/Collector to Town Accountant.
•	Consider the process for hiring a new Treasurer/Collector (including possible promotion of an existing employee) and authorize the Town Administrator to make Reserve Fund transfer requests as necessary to accommodate the incoming employee, the promotion of the outgoing employee, and cross-training in both the Treasurer/Collector’s and the Town Accountant’s office.
•	Vote to approve and authorize the Chairman’s signature on the State contract for a grant in the amount of $9,657.00 from the Department of Fire Services.
•	Vote to approve and sign the agreement between the Town and Patriot Properties, Inc. for the Board of Assessors’ consulting services in the amount of $18,500.
•	Review a request from Police Paul Francis to hold the annual car show on Sunday, September 12, 2021, rain date Sunday, September 26, 2021. 
•	Consider the renaming of Centennial Grove to Folsom Memorial Park.
•	Revisit use rules for all Town facilities managed by the Board of Selectmen in light of the recent relaxation of COVID-19-restrictions at the State level.
•	Consider beginning to allow parking at the Town-owned parcel at 0 Sumac Drive, Map 110, Lot 7, including who will be able to park at that location (i.e. residents, non-residents, out of Town clammers, etc.).
•	Consider two applicants for the vacant tenant seat on the Essex Housing Authority Board.
•	Discussion regarding the recent Governor’s announcement to allow outdoor seating at restaurants until April 1, 2022.
•	Consider requests for possible public events and use of Town Events Fund:
•	September 12, 2021 – Police Department Car Show
•	September 18, 2021 – Town Celebration
•	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.
