“Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §20, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the Conservation Commission will be conducted via remote participation. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the open session portion of the proceedings in real-time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the Town’s website an audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting.”

Minutes: February 25, 2020
DEP File # 140-0176 – Request for Certificate of Compliance – Dalton Park Realty Trust/Michael Deep. Septic upgrade for mobile home park/end of Park Ter. Site visit on 6/3/2020 [CRose, HRose, EBalardini, DSacco] 
Byron Weston No1 Dam/Crane & Co. - Michael Higgins. Removal of logs above the dam and trimming vegetation growing along and out of walls. Site visit on 6/3/2020 [CRose, HRose, EBalardini, DSacco] . Can ConCom approve a limited maintenance plan (x years?) or will this require an annual RDA?
4/23/2020 site visit to 201 Dalton Division Rd/David Pedrotti. [CRose, HRose, JBurnham] – Sign off on special permit for proposed garage. Area previously covered with goldenrod. We walked around the area and saw no sign of wet soils or wetland plants.
5/23/2020 site visit  to 142 South St./Eric Sciola, in response to neighbor's concern about excavator in back yard. Property is on East Branch Housatonic R. [CRose, HRose, plus consultation with RBishop and MStinson]Property has been mowed for a long time. All activities were >200' except 2 things – 1. moving a large rhododendron to back of lawn, at edge of natural vegetation along river. 2. excavator was used to open up a path to existing fence that runs along rivers edge. He would like to tie a T-post fence (to be installed manually) to existing fence to contain chickens in the back yard and to comply with rule re: 'fencing in area with a pool'. The path that had been 'cleared' was uneven from excavator and some bits of remaining intact vegetation were observed. Mr Sciola was informed he could tie into the fence as planned, but would need to allow vegetation to re-naturalize the cleared path. That did not conflict with his plans. A pile of yard waste from Mr Sciola and previous resident(s) was observed in the naturalized area along the river, and Mr Sciola was informed he was not allowed to continue dumping there. Composting was suggested as he is planning a garden. 
Violation of Enforcement Order, next steps – 126 Reservoir Rd/James Callahan-  mowing to edge of river (Trib to Wahconah Falls Brook)
New Violation?- site visit needed  - 20 North Mountain Rd/Fred Scott-Smith – (?new) wide path/road cut/chipped along Anthony Brook. He's been putting his brush/chips there for some time.
RDA postponed - CSX herbicide treatments. As the current permit is now extended through July, CSX can treat this year without further approval. Stephen will contact ConCom later in the summer for a site visit. (gravel road along the tracks will allow easy access). M Stinson – state in approval that our 'approval of boundaries' is strictly for this permit for this activity.
Request to fill  – 440 East Housatonic St. Wetland previously identified at the front of this property but source water was diverted underground by DOT during redo of street (neighbor's driveway culverts were filled) contact: Steve Aldrich 413-896-0814 Senior Project Manger/ Developer Hampden Homebuyers llc
Follow ups to previous Enforcement Orders – (see below) – who can take lead on each?
Education needed for Wahconah Falls mobile home pk residents. - Site visit to Park Terrace with M Deep. Piles of brush and other items in Riverfront (Weston Brook) were observed. Send brochure to M Deep that he will share with his tenants. [Riverfront is on both sides of some roads] 
Open Space Committee survey – 174+ Dalton respondents, 40% ball fields. No demographics of respondents.
