7:00 p.m.	Public Comment.

7:05 p.m.	Council on Aging to review status of operations.

7:30 p.m.	Chris LaPointe, Essex County Greenbelt Association, to request the Board’s consideration and approval of a Conservation Restriction 83.1 acres of land located off Choate Street, as part of the larger Sagamore Hill Conservation Project.

7:45 p.m.	Consider written request from Joanne Averay to assign the Bridge Lease for 39 Middle Road, Map 108, Lot 21 to Anthony & Stephanie Storella, Andrea Bingham, and Stephen Gondert.

Brendhan Zubricki:  Presentation of his Town Administrator’s Report for the period August 27th, through September 9th, 2016, regarding the following:  

•	Continued Review of Cyber Security Analysis Proposal
•	General Contractor Change Order Proposal for Library Built-in Furniture
•	Authorization of Chairman to Approve Plaster Repair Decisions
•	Preference for Removal or Preservation of Front Town Hall Sign
•	Northern Conomo Point Waterfront Public Access Design Meeting
•	Replacement of Electric Line on Centennial Grove Road
•	Continued Review of Potential Fall Town Meeting Topics

Other Business:
	Approve the weekly warrant in the amount of $.
	Vote to exempt from Section 20 of Chapter 268A of the General Laws, the contracts and amounts for the individuals listed below contained within the 09-08-16 warrant pursuant to subsection (d) of said Section.

	Approve the minutes for the Selectmen’s August 29, 2016, Open Meeting.
	Consider the recurring use of the Centennial Grove Cottage by Cub Scout Pack 100 this fall, waiving all fees.
	Continued discussion regarding seating count management at Riversbend Restaurant, as related to liquor license conditions.
	Continued discussion regarding possibly recommending to the Harbormaster adding limited mooring transferability provisions to the Harbor Regulations.
	Appoint Town Clerk Christina St. Pierre as the Town’s Records Access Officer (RAO) under the recent revision to the Public Records Law.
	Discuss policy regarding kayak unloading at the Town Landing.
	Consider appointing Mr. Daniel L. Casey to the position of Special Police Officer, contingent upon successful passage of drug, medical, psychological, and any other required testing. 
	Conomo Point Matters:
•	Potential signature of deeds for Conomo Point sales on Robbins Island:
	Riggs, 42 Robbins Island Road, Map 108, Lot 11
•	Potential signature of deeds for Conomo Point sales at Southern Conomo Point:
	Kelly, 19 Cogswell Road, Map 110, Lot 32
	Sydlowski, 31 Cogswell Road, Map 110, Lot 16
	Markiewicz, 92 Conomo Point Road, Map 110, Lot 25
•	Consider allowing the removal of dead trees at 9 Beach Circle, to prepare for the move of the dwelling from the property, contingent upon the Conservation Agent’s approval.
•	Discussion relative to alleged Wetlands Protection Act violation, 25 Robbins Island Road.
	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.

Licensing Board:
	Annual, Non-resident Recreational Clamming Permit, Scott Perkins, Cape Neddick, ME
	Commercial Clamming Permit, Mark Ross, 115 Western Avenue, Essex, MA
	Approve application by Woodman’s, Inc. for One-Day Wine & Malt License on September 13, 2016 from 11:00 a.m. until 11:00 p.m. within the confines of the tent area at 125 Main Street. 

REMINDER:  The next regular Board of Selectmen’s meeting will take place on Monday, September 26th, 2016, at 7:00 p.m. in the second floor meeting room at the Senior Center on Pickering Street.  The Board will also meet on Thursday, September 22, 2016, at 7:00 p.m. at the Essex Elementary School, along with other boards, for a public input forum regarding the Northern Conomo Point Improvement Project.
