Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found on the town’s website, at www.essexma.org. For this meeting, members of the public who wish to listen to the meeting may do so via Conference Call.  No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the town’s website an audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting. 6:30 p.m.	Discussion with respect to charges of misconduct against a public officer, Executive Session pursuant to the provisions of M.G.L. Chapter 30A § 21 (a)(1)  is expected.

7:00 p.m.	Quarterly Department Head Meeting

7:45 p.m.	Curt and Lindsay Bergeron to discuss a request for placement of a directional business sign on the Spring Street traffic island (Town property).

•	Approve the minutes for the Selectmen’s July 13, 2020, Open Meeting and Executive Session.
•	Consider the approval of vacation carry-over time from FY20 into FY21, for the Librarian.

•	Sign the Community Preservation Grant Agreement with the First Congregational Church of Essex in the amount of $100,000 which was approved at the Annual Town Meeting on 6/13/20, and the Historic Preservation Restriction for the Paul Revere bell.
•	Consider the substitution of board and batten fiber cement siding at the Police Department sally port section of the rear of the new public safety building, for the originally-proposed brick-face siding - resulting in a credit to the project.
•	Review of dedication plaque for Public Safety Building.
•	Discussion regarding whether to make the boat launching ramp at the Town Landing a residents-only ramp.
•	Board review of inquiry regarding possible commercial vessel launching and landing at any Essex public landing, including amphibious passenger vessels, and the possible establishment of a fee.
•	Consider the signature of revised speed regulations developed by the Massachusetts Department of Transportation, along Route 22, from Main Street to the Hamilton Town line.
•	Discussion with respect to whether the Board and/or Town Meeting should establish a separate licensing requirement for any commercial establishment/property to offer to organize and hold weddings and/or wedding receptions.
•	Discuss proposed State legislation with respect to police officer and departmental proposed reforms.
•	Conomo Point:  Sign off on a building permit to replace the existing back porch, sundeck, and railings, as well as, trim on the side of the house at 19 Middle Road.
•	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.

ALTERATION OF PREMISE:  Village Restaurant, 55 Main Street, for use on August 10 between 5 and 8 pm.
