Approve minutes for Open Meeting held on May 7th, 2020.
Review initial draft of Cultivation HCA, edit as needed.
Consider other items on the Essex Retail HCA that should appear on the Cultivation HCA.
Consider items/stipulations on Framingham and Charlton Cultivation HCAs that may align with the needs of Essex.
Items considered will include but are not limited to items identified in the HCA outline discussed at the January 16th, 2020 meeting as written below:
HCA Outline
a) Town oversite (licensing, fines, impact fee, payment sched, reporting/inspection/review, corrective actions, suspension, etc.)
b) Energy and environmental responsibilities (water management, waste management, integrated pest management and air quality
c) Business Responsibilities (cooperation w/authorities, reporting of deficiencies, access to records, studies, manager oversite, etc.)
d) Business Operations (hours, manner of operations, product displays, traffic, parking, environmental, storage, disposal, public safety, etc.)
e) Community Outreach/Prevention/Education/Support
Dialog with BB Botanics regarding environmental concerns will likely take place throughout the meeting and drafting of this HCA to provide clarification in certain procedures and practices related to Marijuana Cultivation at 242 John Wise Av.
Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.
The public will be able to join this meeting by telephone. Public participation cannot occur in person, due to restrictions related to the COVID-19 pandemic.
