Templeton Advisory Committee – September 30, 2021 @ 06:30 PM
The Templeton Advisory Committee business meetings are being broadcast live on TCTV Channel 8 and the TCTV YouTube channel.  Any comments made to the YouTube channel chat will be considered part of the public record and included with the meeting minutes, and a response will be made to these comments as soon as possible.  
The agenda and meeting materials for this business meeting were posted to www.mytowngovernment.org/01468 no later than 48 hours prior to the scheduled meeting, in accordance with Commonwealth of Massachusetts Open Meeting Laws.  The Chairperson reserves the right to add items to, remove items from, or change the order of the agenda.  However, the agenda is posted in advance to give the committee and public time to review the agenda items, and to ensure the meeting runs within the allotted timeframe.

I.	Motion to approve as presented.  
4)	Correspondence
a.	September 23, 2021 – From Kelli Pontbriand (Town Accountant) – Certification by MassDOR of FY 2022 Free Cash and Retained Earnings.
I.	Motion to accept the document as read and reviewed.  
b.	September 27, 2021 – From Adam Lamontagne, an invitation to attend the North Central Health Insurance Group exploratory meeting on Monday October 5, 2021, 11:00 AM, at Templeton Town Hall Conference Room, and letter to area towns.  
I.	No action required.  
5)	Old Business – Motions are required to advance business
a.	Advisory Committee Policy on End of Year Transfers
I.	Motion to approve the policy and form as presented and post to the Town Website.
b.	Nominations for Position of Advisory Committee Scribe
I.	Nominations do not require a second.
II.	Nominations must be accepted by the nominee.
III.	Vote is required to approve the nomination.  
6)	New Business – Motions are required to advance business
a.	August 2021 BvA Document
I.	Motion to accept the August 2021 BvA as read and reviewed.  
b.	From Nowell Francis – Two (2) Documents Requested for Recommendation to Select Board:
I.	A Letter recommending legislation allowing the Town Treasurer to roll over excess property tax payments to the following quarter or fiscal year.  
1.	No Suggested Motion.  
II.	A Letter recommending the Select Board send a letter to our Representative and Senator sitting in state office recommending legislation to set up a taxpayer fund mirroring the Massachusetts State Retirement board, permitting an individual taxpayer to invest funds into a permanent fund that pays dividends and interest annually to the cities and towns of the Commonwealth, including the Town of Templeton.
1.	No Suggested Motion.
7)	Discussion – No motions are required to conduct business.  
a.	Spring – Review Advisory Committee Document “Elements of a Complete Review for Town Meeting,” in advance of our Pre-Town Meeting on October 21, 2021.  
b.	Spring – Review the Stabilization Fund history in advance of our Pre-Town Meeting on October 21, 2021, as there is an article on the warrant transferring money to the Stabilization Fund (3 documents).
