Pursuant to Governor Baker’s June 16, 2021 signing of an Act relative to extending certain COVID-19 measures adopted during the State of Emergency including the extension of his March 12, 2020 Order suspending certain provisions of the Open Meeting Law, G.L. c. 30A, § 20 until April 1, 2022, this meeting of the Chatham Historical Commission is being conducted both in person and via remote for public participation. Nickerson Family Assoc./Conservation Foundation/Atwood CHS sites. • Nickerson Family Association Site – National Register Listing Process. • MHC Correspondence re: FY22 Survey & Planning Grant Cycle. Old Business: • Discussion of project oversight by individual Commission members. Process to be developed/agreed to. • Discussion about determining structural integrity, input from Jay Briggs, Building Commissioner. • Adherence to Historical Commission Decisions/Determinations. Process and options (fines) for noncompliance of determinations. (Awaiting Town Counsel review/opinion) • Demolition by Neglect/Property Maintenance Bylaws Review – Stephanie Hamilton. • Proposed Zoning Bylaw changes to Enhance Historic Preservation – Status of proposed amendments – Follow up from 8/19 staff meeting to review and discuss suggested changes from PB, ZBA & SB • Former, Stage Island, US Coast Guard Boat House– CPA Funding for return to Chatham, approved, Design for utilization as upweller in process, Form B, submission, (TBD) • South Chatham National Register District Nomination. Update on status of April 12, 2021, MHC Correspondence requesting response to comments on– Revised application completed, submitted to MHC, Stakeholder’s meeting – Fall 2021/Spring 2022. Awaiting Theater Renovation/Restoration/Design. Chairman’s Report: • Status of Current Demolition Delays • Status of Current Administrative Reviews & Ratification • Status on 68 Shell Drive - Proposed renovation/restoration of historic home on property, by owner. The applicant is expected to submit new plans, Zoning Board hearing continued to 10/28/2021. Proposed relocation of historic Barn, Nye Museum Sandwich, will step aside and allow Nickerson Family Assoc to accept it. Awaiting demolition permit. • Monomoy Theatre Property - 776 Main St, Status of NRD application with MHC, (on hold by owner). Subdivision request to PB on 9/27 – the public hearing has been continued to 10/25/2021. Issues on hold due to COVID-19, limitations:. • Review of Chapter 158 bylaw, re: current 75-year threshold for acceptance. • Development of Preservation Plan. • Administrative Review Process, expansion in future on the determination of Historical Significance.
