Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §18, this meeting will be conducted via remote participation to the greatest extent possible. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found on the town’s website, at www.essexma.org. For this meeting, no in-person attendance of members of the public will be permitted, however, members of the public who wish to listen to and/or view the meeting may do so via Video Call or phone to call in, for audio-only).

AGENDA – OPEN SESSION
6:00 p.m. Public Comment. Please email comments to Town Administrator Brendhan Zubricki: bzubricki@essexma.org. Your comments will be read from time to time throughout the meeting. If your comment relates to an agenda item, please note that in the email subject line.
6:30 p.m. Consider whether the Town should opt out of aerial or other pesticide spraying that may be mandated by the State, at the State’s own expense, by the State Reclamation and Mosquito Control Board -SRMCB (dependent upon mosquito-borne disease surveillance) between now and December 31, 2021. Required elements associated with this matter include:
• Allowance for public comment at the present meeting concerning whether or not to opt out.
• Consultation with the Essex Board of Health.
• Whether the Town is opting out of all spraying or only certain spray activities, such as aerial spraying. (If the vote does not specify only a specific type of spraying, the vote will cover all spray activities conducted by the SRMCB under M.G.L. c. 252, Section 2A).
• Recognition that any vote to opt out will only be honored if an alternative mosquito management plan is submitted and approved by the Massachusetts Executive Office of Energy and Environmental Affairs and discussion with respect to what Essex’s alternative mosquito management plan should include.

• Review correspondence from the Manchester Essex Regional School District Director of Finance and Operations concerning the School Committee’s transfer of construction project loan interest earnings to the District’s Stabilization Fund to defray the cost of future capital needs.
• Consider the process for the potential renaming of the Centennial Grove to Folsom Memorial Park.
• Consider a request from Neurofibromatosis Northeast to hold their annual Coast to the Cure event at Centennial Grove this year on September 11; and if approved consider a reduced rental rate.
• Consider a request from Richard Morrell to pass through Essex during their annual YuKanRun Fast Half Marathon on October 24, 2021.
• Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.
