6:30 p.m.	Matt Coogan to discuss possible purchase of streetlights from National Grid and to update the Board concerning the status of the Massachusetts Downtown Initiative Grant exploring a mixed use zoning overlay district in the downtown area.

	Approve a request to the Finance Committee for a Line Item Transfer in the amount of $600.00 from Blanket Insurance to Generator Maintenance.
	Approve the minutes for the Selectmen’s August 28th, 2017, Open Meeting.
	Consider a request to release any Executive Session Minutes regarding “the case at 89 Pond Street and Frank Bergman”.
	Consider a request to accept a $200.00 donation from the Essex Merchants Group to be deposited in the Police Department Gift Account.
	Discuss status of Home Rule Petition concerning allowing retired Police Officers to work Police details in light of recent change in Labor Law and the need to bring the topic back before Town Meeting if the Board deems the Special Legislation to still be appropriate.
	Further consideration of possible prohibition of clam harvesting on Sundays.
	Authorization to file a Request for Determination of Applicability (RDA) under the Wetlands Protection Act relative to a proposed Girl Scout project to restore the small pond at the Essex Elementary School for occupancy by wildlife on a year-round basis.
	See correspondence from Town Counsel relative to increase in hourly billing rate, effective October 1, 2017.
	Conomo Point Matters:
•	Vote to ratify the increase of the number of poured concrete slabs for memorial benches at the new Conomo Waterfront Park from three to five.
•	Parking:
	Consider a request to allow buses to park in Conomo Lane lot for private kayak tours.
	Review a suggestion to designate several parking spaces across from Clammers’ Beach as vehicles with trailers only spaces.

Licensing Board:
	Alcohol Licenses:
•	Discuss adding progressive disciplinary action section for violations to Town of Essex’s Alcoholic Beverage Licensing Regulations.
	
Shellfish Permit:
•	Consider application for commercial shellfish permit for Zaim Seraj, who only recently moved to Essex.  Requires waiver of annual application deadline and acceptance of alternate types of proof of residency documents.  Not listed in current street census.  Late fee was paid.

REMINDER:  The Board will meet jointly with the finance committees from Essex and Manchester, the Manchester Board of Selectmen, and the Manchester Essex Regional School Committee on September 13, 2017 at 7:00 p.m. at the Manchester Essex Regional High School/Middle School to discuss operating budget forecasting and planning.

REMINDER:  The next regular Board of Selectmen’s meeting will take place on Monday, September 25, 2017, at 6:00 p.m. in the Town Hall Stage Conference Area on Martin Street.
