6:00 p.m.	Public Comment.

6:15 p.m.	Update on prisoner holding options with Chief Silva.

6:30 p.m.	Essex Youth Commission to discuss potential candidate to fill vacant seat, location and type of bulletin board to promote EYC programs, EYC proposal for the future use of Centennial Grove, and general discussion relative to EYC programs and budget goals. 

7:00 p.m.	Thomas Starr to discuss public art grant proposal concerning climate change.

Brendhan Zubricki:  Presentation of his Town Administrator’s Report for the period June 16th through June 29th, 2018, regarding the following:  
•	Strategic Planning Committee Meeting Summary
•	Public Safety Building Property Acquisition RFP & Project Manager RFQ, and Town Building Committee Meeting Summary
•	Discussion of Options Relative to Recreational Marijuana Regulation
•	Potential Special or Fall Town Meeting Dates and Article Topics
•	Assumption of Regional Dispatch Center by State 911 Department

OTHER BUSINESS:
	Approve the weekly FY18 warrant in the amount of $165,866.84 and the FY19 warrant in the amount of $1,812,065.22.
	Vote to exempt from Section 20 of Chapter 268A of the General Laws, the contracts and amounts for the individuals listed below contained within the 6/28/18 warrant pursuant to subsection (d) of said Section.

	Approve a request from the DPW to transfer from various accounts the total sum of $22,061.00 to their FY2019 budget in accordance with Article #2 of the 8/5/85 STM.
	Approve the minutes for the Selectmen’s June 18, 2018, Open Meeting.
	Review and approve contract for historic records and management services associated with the Town Clerk’s Office.
	Discuss the salary of the Town Clerk for fiscal year 2019.
	Review recommendation from Police Chief Silva regarding reducing the permitted traffic speed on Apple Street.
	Ratify the Chairman’s signature on a letter of support for The Trustees of Reservations’ (The Trustees) application to the Division of Ecological Restoration’s Restoration and Revitalization Priority Projects.
	Ratify Chairman’s letter of support for Essex Shipbuilding Museum’s application to the Essex County Cultural Foundation’s Creative Placemaking Grant, including the future reservation of the Town Hall third floor auditorium display cases for a potential exhibit:  “By Skiff and Basket:  Clamming in Essex”.
	Consider a request from the Italian Community Center to rent Centennial Grove for their annual picnic on Saturday, August 18, 2018, between the hours of 12:00 noon and 7:00 p.m.
	Discuss possible location for siting of Essex National Heritage Area tourist kiosk.
	Discuss possible approval of changes to Special Legislation with respect to retired police officers working private details, as recommended by the State Legislature (if deemed within the scope of the original Town Meeting authorization by Town Counsel).
	Discuss process to locate and appoint a new representative to the Cape Ann Transportation Authority (CATA) Board.
	Conomo Point Matters:
•	Vote to approve and sign a Lease Addendum Tight Tank Notification for:
	Holleran-21 Middle Road, Map 108, Lot 49A
	MacGrath-19 Middle Road, Map 108, Lot 54

	Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.
