Agenda: | TOWN OF TEMPLETON WARRANT FOR SPECIAL TOWN MEETING OCTOBER 23, 2013 WORCESTER, ss. To either of the Constables of the Town of Templeton in said County. In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the precincts of the Town of Templeton, County of Worcester, qualified to vote in elections and Town affairs to meet in the Narragansett Regional Middle School, 460 Baldwinville Road, Baldwinville, in said Templeton on Wednesday, October 23, 2013 at 7:00 p.m., then and there to act on the following articles: ARTICLE ONE To see if the town will vote to assess an additional $620,000 in real estate and personal property taxes for the purposes of funding the regional schools and municipal government for the fiscal year beginning July 1, 2013. Submitted by the Board of Selectmen. ARTICLE TWO To see if the town will vote to make adjustments to the Fiscal Year 2014 appropriations voted by the town pursuant to Article 9 (Town Charges) or Article 11 (Firefighters/EMT) at the May 14, 2013 Annual Town Meeting, by way of increase, decrease or otherwise, including changes in funding sources, and to raise and appropriate, transfer from available funds, or borrow pursuant to any statute, a sum or sums of money to carry out such adjustments, or to take any other action related thereto. Submitted by the Board of Selectmen. ARTICLE THREE To see if the Town will vote to accept the private roadway known as Victoria Lane, formerly known as State Forest Road, which extends from its intersection with South Road to its intersection with Hubbardston Road, the private roadway known as Mitchell Road, formerly known as Quail Run, and the private roadway known as Gary Road, formerly known as Windsor Road, owned by Benjamin Builders, Inc., and as shown on a Definitive Subdivision Plan approved by the Templeton Planning Board on January 21, 2003, as Public Ways, or take any other action relative thereto. Citizen’s Petition Submitted by Laura Shotwell and 129 others ARTICLE FOUR To see if the Town will vote to accept a deed from Gary Lorden, as Trustee of Cook Pond Estate Trust, that conveys to the Town a certain parcel of land located at the intersection of Hubbardston Road and the private roadway known as Victoria Lane, formerly known as State Forest Road, shown as Revised Lot “13” on a Definitive Subdivision Plan approved by the Templeton Planning Board January 21, 2003, and containing 43,912 square feet of land according to said plan, together with the sewerage pumping station and all other related facilities including the sewer force main approximately 6,300 feet in length located within the Hubbardston Road layout as shown on a plan entitled “Sewer Force Main Design, Cook Pond Estates to Existing Gravity Sewer, Last Revised as of 12/08/03” on file with the Templeton Sewer Department, or take any other action relative thereto. Citizen’s Petition Submitted by Laura Shotwell and 127 others ARTICLE FIVE To see if the Town will vote to establish a new seven (7) person building committee to use an already done feasibility study, an already done environmental study and an already purchased and engineered building plan which will be appropriately scaled down for the purpose of rehabilitation of the property/building at 252 Baldwinville Road for use as a Town office building within and significantly under the 1.9 million dollar appropriation as voted and authorized at the 2006 annual Town Meeting, article 64. Said committee shall be appointed here, by the moderator and the first term to be the remainder of the current fiscal year ’14 and in subsequent years for one year terms to be re-appointed at our annual Town meeting. The committee shall consist of a minimum of 5 (five) citizens ‘at large’, 1 (one) member from the Selectboard, and 1 (one) member from the Planning Board. Citizen’s Petition Submitted by Dennis O’Brien and 128 others ARTICLE SIX To see of the Town will vote to direct the Board of Selectmen to declare surplus (if necessary) and subsequently sell the real estate (land and buildings) located at 160 Patriots Road, in East Templeton, MA Assessors map 1-2-1, parcel 19 book #2283 and page #438 and formerly known as The East Templeton Elementary School; and further to direct the Board of Selectmen to discontinue any expenditure of Town monies on said property, except for insurance, appraisal and sale process, winterization to drain pipes making heating of the building unnecessary and to leave electricity on to accommodate the occasional need for the dehumidifier to run for preservation of the building., All other expenditures are to be made on an emergency basis only.
