Agenda: | Approve minutes of the January 19, 2023 meeting. Public discussion of the Community Preservation Committee’s recommendation that Town Meeting appropriate $17,250 for the Pelham Elementary School Playground Committee’s application to hire Berkshire Design Group to conduct a feasibility study for improvements to the Pelham School playground to bring it into Americans with Disabilities Act (ADA) compliance. The funding source is Pelham’s Open Space and Recreation account which has a balance of $137,143. Public discussion of the Community Preservation Committee’s recommendation that Town Meeting appropriate $70,000 for the Cadwell Street Homeownership application submitted by Habitat for Humanity. The funding sources are Pelham’s FY23 Budgeted Reserves, $40,200, Community Housing, $14,700, and Undesignated Fund, $15,100. Input from the public about any new projects that Pelham’s Community Preservation funds might support, or questions about ongoing projects. Vote to approve the list of four articles from the CPC to appear on this May’s Town Meeting warrant. These articles must be submitted by March 7, 2023. The list of articles includes: The appropriation listed above for the Pelham School playground ADA upgrade. The appropriation listed above for the Cadwell Street Homeownership project submitted by Habitat for Humanity. The appropriation and transfer of $3,500 from the Community Preservation Fund estimated annual revenues for administrative expenses in FY2024. The appropriation and transfer the following sums of money from the Community Preservation Fund estimated annual revenues, and to reserve for later appropriation; $16,000.00 for Open Space; $16,000.00 for Community Housing; and $16,000.00 for Historic Resources; and to reserve from the estimated annual revenues for later appropriation $40,200.00 to the annual FY2024 Community Preservation Fund Budgeted Reserve. Future agenda items: Appropriate the next $250,000 for the ABA project at the Fall Town Meeting. CPC leadership changes: Tom will resign as Chair after the May Town Meeting and ask to take over the duties for committee Treasurer. Recommendations from the IT Advisory Group to adopt common digital resources for all Pelham town boards, commissions, committees and other municipal tasks.
