	Approve the minutes for the Selectmen’s November 5, 2018 Open Meeting.
	Vote to approve a Line Item Transfer in the amount of $3,550.00 from Blanket Insurance to Town Hall Elevator Inspections/Maintenance.
	Vote to approve a Line Item Transfer in the amount of $1,500.00 from Shellfish Boat Repairs to Shellfish Fuel Expense.
	Ratify a letter from Chairman O’Donnell to the FCC concerning the Town’s opposition to recently-proposed changes to cable franchise and cable access channel rules.
	Consider reducing the Economic Development Committee to seven members.
	Consider the appointment, via promotion, of Paul Francis as Chief of Police, to succeed retiring Chief of Police Peter Silva, as of August 1, 2019, subject to the negotiation of an employment contract with Mr. Francis.
	Consider the use of the mooringinfo.com web-based platform for mooring renewal and management by the Harbormaster Department.
	Consider granting permission to the Essex Lions’ Club to beautify the area around the ship’s wheel monument that is on Town property by adding a fine crushed stone border and surface-mounted posts to support a decorative ship’s wire railing – all in preparation for the upcoming Bicentennial.
	Consider the sponsorship, in name only, of Special Police Officer Brittney Lazarides at the Reserve Police Academy (all costs and liability to be borne by Ms. Lazarides). 
	Consider the sponsorship, in name only, of Special Police Officer Michael Harrell at the Reserve Police Academy (all costs and liability to be borne by Mr. Harrell).
	Consider Registering Essex parks and locations for the National Recreation and Park Association’s “Commit to Health” Program – per the request of the Essex Youth Commission.
	Personnel Board:  Review and consider approving an updated job description for the Chief Operator/Assistant Superintendent. 
	Conomo Point:
•	Consider a request to extend the lease for Map 108, Lot 50, (currently a one-year lease) to match the existing lease for the property at 23 Middle Road, Map 108, Lot 53.
