Given the need for subsequent action by the Advisory Committee and given the time lag between BoS and AC meetings, we would suggest that budgetary transfers w/in these last few weeks of the fiscal year in order to allow us to meet our financial commitments would constitute such an urgent and extraordinary circumstance.
