A Home City Development affiliate, Amethyst Brook Apartments LLC, owns both parcels. Historic Label both structures with the names of persons who worked and lived at these sites and created their industrial value: Horace Gray, #20, Eugene Bartlett, #22. Salvage the grist mill grinding stone under the flagpole and display it on the site. The remains of the mill just downstream from this project will not be impacted. Recreation Allow parking so that Pelham residents can access the trail to the downstream mill remains and to the Amethyst Brook Conservation area. Improve the former parking lot for Pelham Pond, which is along Amherst Road east of the Weinberg residence, so that residents can park and access the same trail. Open Space: Funding suggestion: “If the Home City Development is donating land for conservation or open land, money from the CPA fund for that purpose could be used in addition to the CPC account for Affordable housing..” - John Trickey Housing Proposed: 34 apartments - 6 @ #20 & 28 @ #22; 24 one-bedroom, 7 two-bedroom, 3 three-bedroom Projected effect on k-12 school population: 13 to 28 school-age children living at the property, 10 for grades K-6 and 10 for grades 7-12. Pelham can request the state allow maximum local election preference of 70% of initial lease-up. The state’s guidelines allow these preference categories: Current residents Municipal employees Employees of businesses located in the town Households with children attending the locality’s schools Project schedule Funding from the state Apply by March or April 2022 Approval earliest by June/July 2022, but not guaranteed Construction given 2022 approval Start March or April 2023 Completion March or April 2024 Pelham CPA Funding Options if Fall Town Meeting approves the Home City Development’s (HCDI) application for CPA grant monies ($500k requested), HCDI would potentially ask for $250k in the fall of 2021. - note these figures need to be updated based on the town accountant’s records.
