Economic Development Committee (EDC)
The Board of Selectmen has identified a need to create a subcommittee to assist in the Town’s economic development. This coincides with the development of the Business Community of Barre, the grant award to the Town of Barre for developing an Economic Development Plan, and the grant awarded to the Town of Hardwick for a Regional Economic Development Planner. There is hereby established a five (5) member Economic Development Committee (EDC) to advise the Board of Selectmen (BOS) and Town Administrator on matters related to current and future economic development in the community.
The purposes of the Committee are to advise the BOS, and the Town Administrator (TA) on matters of policy and opportunities related but not limited to:
● Develop an Economic Development Strategy consistent with the town’s Community Development/Master Plan and Objectives established periodically by the Board of Selectmen (BOS) and/or Planning Board via a request through the Board of Selectmen;
● Develop plans for the reuse of major commercial parcels acquired or accessible to the Town.
● Develop “local Tax Incentive Program” to stimulate redevelopment on underutilized or abandon commercial property.
● Within the Economic Development Strategy, work with staff to obtain additional grants for State and Federal economic development;
● Advise the Board of Selectmen, Planning Board, and any other Town departments or official as appropriate, on matters related to economic development in the community;
● Establish and maintain an ongoing dialogue with business owners and owners of major properties on a pro-active basis to understand how the Town can work with them to achieve their plans;
● Identify and develop relationships with developers outside of the Town that may show interest in investing in the Town or working with Town businesses and land owners (networking);
● In order to achieve the above, review options to funding economic development activities in cooperation with other civic organizations.
● Assist in providing information and reports to support potential Capital Improvement requests to the BOS, which will review and in turn submit to the Capital Planning Committee;
● Work with State Legislators to identify available Economic Development funds that could be used to upgrade and expand the Town’s infrastructure.
● Act as a liason to the Regional Economic Development Planner for the BOS and TA to ensure the interests of the Town of Barre are represented in the regional economic development plan;
● Establish and maintain a working relationship with utilities serving the community, including electric, gas, internet access, cable TV, or others;
The committee will be filled via appointment by the BOS. All interested individuals shall submit an application for appointment through the TA’s office.
 The applicants are encouraged to provide information related to their experience related to economic development, networking, business administration, municipal planning, finance, experience working with local municipalities on regional agreements, or other experiences that they feel could contribute to the EDC. Additionally, a short description on how the applicant views their potential role with the EDC would assist in how the BOS chooses the initial members.
 The applicants shall identify their interest in filling a 1 year or 3 year term.
 3 of the positions will consist of a rolling three year appointment.
 2 of the positions will be annual appointments, renewed by the BOS annually, or replaced with new applicants per the discretion of the BOS.
 For the initial filling of the positions, the 3 year positions will be filled with 1 year, 2 year, and 3 year terms. Upon completion of each respective term, these three positions will then proceed with the 3 year rolling appointments.
 The BOS will identify the terms of each appointment based on the information in the applications and interviews with the BOS and/or the TA.
The committee will meet once a month, on a regularly scheduled day of the week and time of day. Monthly meetings will start no earlier than 6PM and will be conducted according to Open Meeting Laws. Insure that agendas are coordinated with the TA and Town Counsel based on discussions that may meet certain exemptions allowing executive session meetings.
Each member of the EDC will follow all Conflict of Interest Laws and be sworn in by the Town Clerk after being appointed by the BOS and before acting on behalf of the EDC/Town.
Each member of the EDC will receive a copy of this charge upon appointment and sign a copy to be returned to the TA, which will indicated receipt and understanding of the charge assigned.
The EDC will vote on and appoint a Chairperson, a Vice-Chairperson, and Clerk.
The committee will use the meeting notice system (mytowngovernment.org) to schedule meetings, post agendas, and file respective meeting minutes. Work with the TA for training and guidance on this system and process. Meeting minutes shall be developed and approved by the EDC in a timely manner relative to the date of the meeting being documented.
As requested, members of the committee will attend BOS meetings to provide updates on tasks assigned to them.
