To review future alternatives to a public safety building. This committee should look at feasible alternatives for housing the Ambulance, Police and Fire Departments, whether it be in a joint location or separate locations. Alternatives should include analyzing current housing, costs of upgrading current facilities if possible and review of possible grant funds that would assist in building a new facility. This is an annual appointment that will renew in June.
CHARGE
PUBLIC SAFETY BUILDING COMMITTEE BARRE, MASSACHUSETTS
Whereas the Town of Barre has received funds for the construction of a new Public Safety Building, and
Whereas the Board of Selectmen wishes to delegate the oversight of this construction project to a committee competent to the task,
The Board of Selectmen of the Town of Barre hereby charges the Public Safety Building Committee with the following responsibilities and duties:
1. The election of officers including at least a Chairman and Secretary.
2. The recording of minutes and votes of all meetings as prescribed by the Open Meeting Law. Minutes are to be signed by the Secretary of the Committee upon approval of Committee and copies of the minutes submitted to the Town Clerk as prescribed in the Town Bylaw.
3. The Committee shall comply with the “Open Meeting Law” and the “Uniform Procurement Law”.
4. The Committee shall be governed by the “Conflict of Interest Laws”.
5. The Committee shall be composed of up to seven (7) regular members including the Police Chief, the Fire Chief, the Acting EMS Director, and four (4) town residents and one (1) town resident to serve as an alternate member. The alternate member will not have voting rights unless filling in for one of the seven regular members, if they are absent from a meeting. A quorum of the board is based on seven (7) members; a minimum of four (4) members is necessary to conduct business at a posted meeting. The town residents appointed to the Committee shall have backgrounds in Town finance, municipal public safety, architecture, engineering, energy efficiency, construction or other similar fields. Members will be appointed annually with terms expiring on June 30th of each year or until the completion of the public safety building.
6. The Committee shall act as an advisory committee and shall advise the Board of Selectmen regarding policy issues and decisions that require the Board’s action such as selecting an Owner’s Project Manager (OPM), selecting a Designer, materials to be used, scope of the project, work timetable, etc.
7. The Committee shall oversee the project details, and may include the following:
a. Assist in determining feasible locations for housing the EMS, Police and Fire Departments. Determination should include consideration of the space needs of the EMS, Police and Fire and a location that is centrally located and best suited for the operation of EMS, Police and Fire;
b. Working with the Chief Procurement Officer to develop a Request for Qualifications (RFQ) for an “Owner’s Project Manager” as required under MGL Chapter 149, Section 44A1/2 (if the construction/restoration project exceeds $1.5 million).
c. Advising the Chief Procurement Officer in writing of any Responses to the RFQ;
d. Making a final recommendation to the Board of Selectmen for awarding of the OPM
contract;
e. Working with the selected OPM to prepare a RFQ for Architectural/Engineering
(A/E) design services;
f. Reviewing the responses to the RFQ and interviewing A/E firms;
g. Making a final recommendation to the Board of Selectmen for awarding of the
Design Services contract;
h. Overseeing the work and acting as liaison between the Board and the contractor.
10. The Board of Selectmen may disband the committee if they deem it unnecessary.
11. This charge may be amended by the Board of Selectmen at any time.
