Application No. 24-001: The Douglas Ross Kemmerley Revocable Trust, c/o Andrew L. Singer, Esq., PO Box 67, Dennisport, MA 02639, owner of property located at 169 Vineyard Avenue, also shown on the Town of Chatham’s Assessors’ Map 10D Block 90 Lot D124.  The Applicant seeks to enlarge, extend, or change a nonconforming dwelling on a nonconforming lot via the construction additions and a deck.  The existing dwelling is nonconforming in that it is located within the Coastal Conservancy District.  The proposed addition and deck will be nonconforming in that they will be located within the Coastal Conservancy District where a 50 foot setback is required.  The existing building coverage is 1,647 square feet (17.2%) and the proposed building coverage is 2,236 square feet (20.9%) where 15% is the maximum allowed.  The lot is nonconforming in that it contains 10,710 square feet of buildable upland where 20,000 square feet square feet is required in the R20 Zoning District.  A Special Permit is required under M.G.L. Chapter 40A Section 6 and Section V.B. of the Chatham Protective Bylaw.

Application No. 24-002: Gary and Susan Harrigan, c/o Theodore Streibert, 15 Linden Tree Lane, Chatham, MA 02633, owner of property located at 22 Bearberry Lane, also shown on the Town of Chatham’s Assessors’ Map 4D Block 64 Lot T2B.  The Applicant seeks to enlarge, extend, or change a nonconforming dwelling on a nonconforming lot via the construction additions and a deck.  The proposed addition and deck conforming to road and abutter setback requirements.  The existing building coverage is 2,048 square feet (15.8%) and the proposed building coverage is 2,175 square feet (16.7%) where 15% is the maximum allowed.  The lot is nonconforming in that it contains 14,694 square feet of buildable upland where 20,000 square feet square feet is required in the R20 Zoning District.  A Special Permit is required under M.G.L. Chapter 40A Section 6 and Section V.B. of the Chatham Protective Bylaw.

Application No. 24-003: 218 Deer Meadow Lane Realty Trust, c/o John Ryley, 8 West Bay Road, Osterville, MA 02655, owner of property located at 218 Deer Meadow Lane, also shown on the Town of Chatham’s Assessors’ Map 8J Block 70 Lot C174.  The Applicant seeks to enlarge, extend, or change a conforming dwelling on a nonconforming lot via the construction an addition.  The proposed addition will comply with all bulk and dimensional requirements of the Bylaw but is considered a substantial alteration and under the Second Except Clause of Section 6 of M.G.L. Chapter 40A, such substantial alteration requires the grant of a Special Permit.  The existing building coverage is 1,686 square feet (8.8%) and the proposed building coverage is 1,974 square feet (10.3%) where 15% is the maximum allowed.  The lot is nonconforming in that it contains 19,126 square feet where 60,000 square feet square feet is required in the R60 Zoning District.  A Special Permit is required under M.G.L. Chapter 40A Section 6 and Section V.B. of the Chatham Protective Bylaw.

Application No. 24-004: Richard and Margaret Fiery, c/o Thad Siemasko, 693 Main Street, Chatham, MA 02633, owners of property located at 202 North Skyline Drive, also shown on the Town of Chatham’s Assessors’ Map 11H Block 9 Lot H71.  The Applicant seeks to enlarge, extend, or change a conforming dwelling on a nonconforming lot via the construction of an addition and roof deck.  The existing dwelling and proposed addition and roof deck will comply with all bulk and dimensional requirements of the Bylaw but is considered a substantial alteration and under the Second Except Clause of Section 6 of M.G.L. Chapter 40A, such substantial alteration requires the grant of a Special Permit.  The existing building coverage is 3,280 square feet (9.6%) and the proposed building coverage is 3,410 square feet (10%) where 10% is the maximum allowed.  The lot is nonconforming in that it contains 34,200 square feet where 60,000 square feet square feet is required in the R60 Zoning District.  A Special Permit is required under M.G.L. Chapter 40A Section 6 and Section V.B. of the Chatham Protective Bylaw.

Application No. 24-006: Leigh McCarty and Adam Millsom, c/o Thad Siemasko, 693 Main Street, Chatham, MA 02633, owners of property located at 6 Surrey Lane, also shown on the Town of Chatham’s Assessors’ Map 14F Block 31 Lot ME11A.  The Applicant seeks to enlarge, extend, or change a conforming dwelling on a nonconforming lot via the construction of an addition.  The existing dwelling and proposed addition will comply with all bulk and dimensional requirements of the Bylaw but is considered a substantial alteration and under the Second Except Clause of Section 6 of M.G.L. Chapter 40A, such substantial alteration requires the grant of a Special Permit.  The existing building coverage is 1,737 square feet (11.9%) and the proposed building coverage is 1,932 square feet (13.3%) where 15% is the maximum allowed.  The lot is nonconforming in that it contains a dwelling and a guest house and contains 14,533 square feet where 20,000 square feet square feet is required in the R20 Zoning District.  A Special Permit is required under M.G.L. Chapter 40A Section 6 and Section V.B. of the Chatham Protective Bylaw.

Application No. 24-007: Barcliff Properties LLC, c/o Rick Howard, 405 Queen Anne Road, Harwich, MA 02645, owner of property located at 172 Barcliff Avenue, also shown on the Town of Chatham’s Assessors’ Map 15G Block 23 Lot K1.  The Applicant seeks to enlarge, extend, or change a nonconforming dwelling on a nonconforming lot via the demolition of the existing garage, installation of a new foundation and construction of additions.  The existing dwelling is nonconforming in that it is located 19.4 feet from Barcliff Avenue and 24.1 feet from Mousehole Lane.  The existing garage is nonconforming in that it is located 31.4 feet from Mousehole Lane.   The proposed addition will be nonconforming in that it will be located 23.8 feet Mousehole Lane where a 40 foot setback is required.  The existing building coverage is 2,050 square feet and the proposed building coverage is 2,469 square feet where 3,000 square feet is the maximum allowed.  The lot is nonconforming in that it contains 27,354 square feet where 40,000 square feet square feet is required in the R40 Zoning District.  A Special Permit is required under M.G.L. Chapter 40A Section 6 and Section V.B. of the Chatham Protective Bylaw.
