II. Action: Approval minutes From Regular meeting September 6, and Special meeting September 20, 2023, and October 10, 2023
III. Commission
a.) Addressing / reviewing/ discussing the emails sent from the Town Administrator about the Recreation Assistant position, and Public Services Executive Administrative Assistant and Wage Budget that were asked to be made part of the public record during May 24, 2023 selectboard meeting.
b.) Review of Monday May 22, 2023, Email from Town Administrator to not grant Parks and Recreation Commission in FYI 2025 Budget any funds to take care of the Parks. Town Administrator said he may give the Parks money over to Bob the Director of Public Services AKA DPW, Building and Grounds.
c.) Review /Discussion Concerns If we have no budget and possible loss of control of parks, what would The Future of the employees under Parks & Recreation That serve the Parks like Gilman-Waites Concession Manager and Parks Seasonal Labor.
d.) Concerns / Review Finances Review, Discussion on Parks and Recreation Commission Executive and Financial Operations Policy: EF-01 Possible Action to Amended where says “Public Services Director” replaced with Community Services Director throughout the document.
e.) Review / Take out on pg 1 section II Definitions “Public Services Director – Director of the Public Services Department, with the position as outlined and defined in Templeton Select Board Resolution #2022-06-08.2 and as it may subsequently be amended.”
f.) Revisited of the Discussion about the message relayed from Mary-Beth Lovewell from the Town Administrator at the 10/10/ 2023 meeting.
g.) Discussion, review on the upcoming select board meeting October 25 Parks & Rec request to attend to have a discussion with the select board on our Commissions concerns about the future of The Commission and Its employees. To get Clarification of Board Select actions on June 8th, 2022, Resolution #2022-06-08.2 And a Clarification on the State Legislation making Town Templeton Parks and Recreation (Voted Fall Town meeting 2021 Chapter 311 the approval December 20,2022 Act to make the Parks and Recreation Commission in Town of Templeton MA. Signed by the Governor Baker.) and what is the legal authority the Town Templeton Parks and Recreation Commission role setting policies, duties, The Recreation activities & Parks. Discussion on how Parks and Recreation functions in general throughout the State Massachusetts and various other states.
h.) Discussion, Concerns about Parks and Recreation Chair and members of the boards availability to complete an order/task given by other departments in their time frame, Not Taking into consideration of the Volunteer Commissioners availability and how that should work moving forward with possible plan for Commission. (Note. Many Parks & Rec employees have Umpire, Referee games, work concessions and take registrations on a Saturday or Sunday. Commissioners Have had to Run reports after midnight on Sundays.) Looking for the best way to report information moving forward to various departments.

b.) AED updated, purchase, Possible Training Discussion, Action
c.) Concession stand Gilman-Waite Updates, Discussion, possible action on Donut Machine ($1,500.00) and Cotton Candy Machine ($319.00), 2 Tablets and Hot spot device with data for Internet for POS for Concession stand ($300.00) requested by Concession Stand Manager.
d.) Tennis/Pickleball Court Bid Updates

f.) Kermit Coleman, ( Cottage lane)possible action on purchase of 12U set of soccer Goals for the field and 9U set. Move the current 9U ones to Gilman-Waite. (Possible Budget $3,000.00)
g.) Nets on 2 sets of 12U need to be replaced by the current sets nets at Gilman-Waite. Discussion and possible action. (Possible Budget $850.00)
h.) Piles of Sand and Wood chips in Gilman-Waite
i.) Tether Balls and Hoops, frisbees for Spring for Gilman-Waite (Donation Account , Budget of up to $150.00)

Closing & Winterizing the Bathrooms and Concession stand Gilman-Waite ( Week of Oct 30)
L.) Removal of Porta Potties in Both Gilman-Waite and Kermit Coleman Parks for the season. any other items need to be stored for winter in the parks.

L.) Gilman-Waite Concession Stand Sink, Closet, Bathrooms Auto Flushers update.
m.) Tractor Groomer Gilman-Waite Update be replaced with the mower deck one. Action on Buying New Gas Tank to fill the Tractor with gas, Action; need purchase a replacement one Parks one is missing - Quote from Bob $80 to $100 for the replacement.
n.) Update action Steal double wide Freezer Concession stand needed servicing- Was not holding low temperature.
V. Holiday Tree lighting / Parade Possible action Discussion
VII. Playgroup Holiday Movie
a.) Holiday Movie Senior Center possible ideas: Planes Trains & Automobiles, It’s Wonderful Life, Prancer, The Grinch, Discussion and Possible Action.

IX. Soccer; Softball; Updates. possible action
a.) Request to purchase pizza and drinks for end of season wrap-ups meetings for both Soccer and Fall Softball seasons. ($100 each meeting totaling $200)
X. Basketball; Updates, possible action
a.) Discussion & Possible Action; Score Clock purchase $295.00 from Revolving account for Towns Recreation Basketball program. (To use during the season Templeton Elementary School Gym.)
b.) Coaches Gifts Budget $600 Revolving
c.) We Need to purchase more game balls plus Eletronic whistles for referees for new added Hs Gym use.
c.) Discussion and Possible Action; Hiring for Middle School Gym Concession Stand Workers for Basketball Season (Possible Budget $15 an hour, 4 to 5 Employees to cover the season.)

c.) Discussion and Possible action get price quotes to take to capital Improvement board,Ball Field Fencing Gilman-Waite Softball Field 1,3 and Baseball Field and Dugout with roofs 1,3 and Baseball fields. Extension on Fence raise it higher on Softball Field 2.
