• Introduction of each participant (who, which airport, aviation experience etc.)
• Summary of goals: to cover what is an airport commissioner, their responsibilities under the law (State) CH 90, Commissioner’s powers (leases, grants, airport manager hire), alphabet soup, ALP, CIP, Types of airports (seen one…seen one), Grants, types and how they work, grant assurances.
• Chapter 90 and beyond “If you have seen one airport you’ve seen one airport.”
• What is an airport commissioner, what are your powers and responsibilities, State laws chapter 30B, Open Meeting, Public Records, Avoiding trouble
• Alphabet Soup, from ALP to TERP’s, review list with definitions
• Types of Airports: Private, Municipal, Commercial service.
• Grants: How grants work, AIP, BIL, ASMP. CIP meetings, How the money works. Reimbursement system. Working with your local government.
• Grant Assurances (State and Federal): How to stay in compliance and out of trouble.
• Environmental basics: The ins and outs of getting a project completed.
• Airport rules, regulations and standards: why they are important.
• Public interaction: your neighbors, political, noise complaints.
• Human Resources: Harassment, conflict of interest. |
