The Templeton Advisory Committee Pre-Town regular business meeting is being broadcast live on TCTV Channel 8 and the TCTV YouTube channel.  Responses will be made to comments in the TCTV YouTube channel as time permits.   
The agenda and meeting materials for this business meeting were posted to www.mytowngovernment.org/01468 no later than 48 hours prior to the scheduled meeting, in accordance with Commonwealth of Massachusetts Open Meeting Laws.  The Chairperson reserves the right to add items to, remove items from, or change the order of the agenda.  However, the agenda is posted in advance to give the committee and public time to review the agenda items, and to ensure the meeting runs within the allotted timeframe.

a.	From September: Advisory Committee Policy General Stabilization Fund Policy – Suggested Motion to approve as presented and forward to the Administrative Intern for posting to the Town website.  
b.	Comparison Communities: Discussion tabled from previous meeting.  Wil Spring presents communities he has researched that could be part of the final document.
I.	Suggested Motion to table topic until November 18, 2021 Advisory Committee regular business meeting for final review and approval of Comparison Communities and to forward to Town Administrator and Select Board.  
7)	New Business
a.	October 13, 2021: A request from Adam Lamontagne on a project for which ARPA funds may be used.  Suggested Motion to recommend the Select Board approve the suggested use of ARPA funds for a study by the Town Auditors on revenue replacement. 
b.	October 22, 2021: From Kelli Pontbriand (Town Accountant) – FY 2022 Q1 General Accounts Activity Report & Special Articles Activity Report.  Suggested Motion to enter into the record as read and reviewed.  
c.	October 12, 2021: From Wilfred Spring – Proposed Templeton Advisory Committee Orientation Document.  Suggested Motion to approve the document as presented and post to the Town website as an Advisory Committee guidance document.  
d.	September 22, 2021: From Wilfred Spring – Advisory Committee on One-Time Revenues.  Suggested Motion to table final review on this policy until the Advisory Committee regular business meeting on December 02, 2021, under Old Business.
e.	Matthew Rivard: Motion related to the 2021 holiday season – Suggested Motion to cancel the regularly scheduled Advisory Committee business meeting on Thursday, December 30, 2021, as this is the 5th Thursday of December.
f.	Matthew Rivard: Motions related to the 2022 Annual Town Meeting – 
I.	Suggested Motion to schedule an Advisory Committee Pre-Town Meeting on Thursday April 14, 2022, at 6:00 PM, to review and make recommendations on the Warrant for the Annual Town Meeting scheduled for May 10, 2022; and for the Chairperson and/or Clerk to post said Pre-Town Meeting legal notice in The Gardner News for the Saturday April 09, 2022, edition.  
II.	Suggested Motion to schedule a continuation of the Advisory Committee Pre-Town meeting on Tuesday April 19, 2022, at 6:00 PM, to continue reviewing and making recommendations on the Warrant for the Annual Town Meeting scheduled for May 10, 2022 if necessary, and for the Chairperson and/or Clerk to post said Pre-Town Meeting legal notice in The Gardner News for the Saturday April 09, 2022 edition.  This meeting may be cancelled by the Chairperson if the Committee successfully completes review of the Warrant on Thursday April 13, 2021.  
III.	Suggested Motion for the Chairperson and/or Clerk of the Committee to present the drafted Recommendation Document for the Annual Town Meeting on May 10, 2022, for final review and approval of the Advisory Committee at the regularly scheduled business meeting on Thursday April 23, 2022.
