The Town of Berlin Planning Board will hold a public hearing. The purpose of the public hearing is to provide interested parties with an opportunity to comment on proposals to amend the Town of Berlin Zoning By-Laws pursuant to M.G.L. c.40 A section 5 to be acted upon at the Annual Town Meeting to be held May 5, 2014 as well as proposals to amend the Town of Berlin Subdivision Rules and Regulations.  The proposed amendments to the Zoning By-law would be:
1.	Section 410 Flood Plain District
In Sub-section 412 District Delineation, delete the letter E from each map panel number and replace it with the letter F and change the date to July 16, 2014
And in Sub-section 413 Use Regulations, delete the words “Flood Resistant Construction and Construction in Coastal Dunes”
2.	Article 14: Definitions 
Add the following definition under “Riding Stable”
The commercial housing of three or more horses by means of rental of stalls and/or stables and/or the use of property for the purposes of horseback riding lessons, horse training and similar uses.It shall include any stable where horses are kept for hire to the general public and shall include, but not be limited to, guided and unguided riding or carriage driving.
     The proposed amendments to the Subdivision Rules and Regulations would be:
Add the following text to the “Statement of Purpose” at the end of the second sentence, after the words “neighboring subdivisions”:
           “All subdivision proposals must be designed to assure that:
a.	Such proposals minimize flood damage
b.	All public utilities and facilities are located and constructed to minimize or eliminate flood damage; and
c.	Adequate drainage is provided to reduce exposure to flood hazards”
     A full copy of the proposed amendments to the Zoning By-law and Subdivision Rules and Regulations are on file with the Town Clerk for review during normal Town Clerk office hours or at www.TownofBerlin.com.
