Templeton Advisory Committee – September 16, 2021 @ 06:30 PM
The Templeton Advisory Committee business meetings are being broadcast live on TCTV Channel 8 and the TCTV YouTube channel.  Any comments made to the YouTube channel chat will be considered part of the public record and included with the meeting minutes, and a response will be made to these comments as soon as possible.  
The agenda and meeting materials for this business meeting were posted to www.mytowngovernment.org/01468 no later than 48 hours prior to the scheduled meeting, in accordance with Commonwealth of Massachusetts Open Meeting Laws.  The Chairperson reserves the right to add items to, remove items from, or change the order of the agenda.  However, the agenda is posted in advance to give the committee and public time to review the agenda items, and to ensure the meeting runs within the allotted timeframe.

I.	Motion to approve as presented.

a.	July 2021 (FY 2021, Month 1) Budget vs. Actual (BvA) document (Rivard): 
I.	Motion to accept as read and reviewed.
b.	Advisory Committee Policy on End of Year Transfers
I.	Tabled for review & approval at the October 7, 2021, business meeting.
6)	New Business – Motions are required to advance business
a.	Nominations for Advisory Committee Scribe (Rivard):
I.	Nominations do not require a second.
II.	Nominations must be accepted by the nominee.
III.	Vote is required to approve the nomination.  
b.	Motions in relation to Fall Special Town Meeting on November 3, 2021 (Rivard):
I.	Motion to schedule pre-town meeting for Thursday October 21, 2021, in lieu of the regularly scheduled Advisory Committee meeting.
II.	Motion to schedule an Advisory Committee business meeting for Wednesday October 28, 2021, for the express purpose of approving the warrant recommendations and forwarding to the Town Administrator.  
III.	Motion for the Chairperson and/or Secretary to post the pre-town meeting notification in the Gardner News for the Saturday October 16, 2021, issue, and to publish on the Town of Templeton website and social media channels.  
c.	Regarding the 5th Thursday of September scheduled Advisory Committee meeting (Rivard):  
I.	Motion to hold the Advisory Committee business meeting on September 30, 2021, as scheduled, in lieu of the regularly scheduled meeting on Thursday October 21, 2021, being cancelled in favor of the pre-town meeting. The chairperson reserves the right to cancel this meeting if there are not enough agenda items to warrant a meeting (call of the chair).  
d.	Regarding Town Use of ClearGov.com (Spring): 
I.	Motion to recommend to the Select Board to NOT renew ClearGov subscription for 2022, as all information found on ClearGov subscription can be found on the Massachusetts Department of Revenue (DOR) Division of Local Services (DLS) website for free.  
e.	Regarding a Pilot for Light and Water (Spring):
I.	Motion to recommend to the Select Board to obtain a pilot for Light and Water.  This was a Mass DOR/DLS recommendation, and is necessary for the town to make informed budgeting decisions.  
7)	Discussion – No motions are required to conduct business.  
a.	John Caplis - ESSER Funds & Usage by the Narragansett Regional School District
b.	Wilfred Spring – Committee Review of the Stabilization Fund Policy – Committee to review and return with any comments or requested edits at the meeting on Thursday November 4, 2021.
