Agenda: | I. Call to Order II. Approval of Meeting Minutes: September 4, 2019 III. New Business: a. Deliberations on the Licensed Marijuana Establishment Special Permit application by Root 2 Naturals, LLC for property located at 201 Daniel Shays Highway, Map 18 Parcel 51 (Decision Deadline December 3, 2019) b. Ground-mounted solar photovoltaic installation zoning bylaw amendments discussion, review of revised Purpose language, continued discussion of the “Applicability” provisions, and introduction/discussion on the “General Requirements” provisions. c. Warrant Article Review and Vote to recommend or not to recommend the following articles for matters concerning the physical, economic, and environmental development of the Town for the October 21, 2019 Annual Town Meeting Warrant: Articles 1, 2, 3, 6, and 7 IV. 7:15pm Public Hearing on proposed amendments to the Athol Zoning Bylaw: a. Amendment to Section 3.4, Home Occupations, by adding "Light Service", “General Repairs”, “Home-based Internet Business”, and “Computer/Software Repair” to the list of home occupation uses under Section 3.4.2. b. Amendment to Section 2.3, Use Regulation Schedule, under Commercial Uses by changing the sub-category, Home Occupation, by adding a new footnote 21 and amending the use of for Residence C (RC) from “Y” to “Y21” reflecting that the fact that "Light Service" and “General Repairs” home occupation uses would be allowed only by Special Permit in the RC District. c. Amendment to Section 3.4 by adding two additional home occupation use standards to ensure that adequate off-street parking is available and that the home occupation use is not detrimental to a residential or rural neighborhood, and the existing character of the neighborhood is preserved. d. Amendment to Section 3.27, Overlay District, by adding “Residential - Two-Family”, “Residential -Multi-Family up to Four Units”, and “Residential - Multi-Family over Four Units” to the list of Appropriate Uses under Section 3.27.4. e. Amendment to Section 3.27 by amend Section 3.27.5, Standards, by adding a new sub-section d. that would allow for additional residential development at a density beyond what is required in the existing RB and RC zoning districts for the first unit with 4,000 sq ft. required for each additional unit. V. Anticipated Upcoming Meetings: Topics for next regular committee meeting (November 6, 2019) discussed: potential new permit applications, public hearings and ground-mounted solar photovoltaic installation zoning bylaw amendments discussion; scheduling of any special meetings as required.
