A.	Presentation on the Process for Joining the Massachusetts State Retirement System – Nick Favorito, the Executive Director of the State Retirement Board

Request from Mohammed Khan’s attorney to discuss State Retirement Potential Over-Earnings Issue and additional request that “In light of the fact that when Mohammed Khan retired in 2003, he was permitted by the Massachusetts Public Retirement Law, Ch. 32; s. 91(a), to go to work for an Authority such as MART, earnings limits in Ch. 32; sec. 91(b) do not apply to him. Therefore, he should be reinstated to his position as Administrator of MART retroactive to January 9, 2014, with full benefits from that date forward”.

Capital Equipment/Facilities
A.	North Leominster Commuter Rail Parking Facility
Construction activity since the last board meeting includes substantial completion of the project with the exception of the elevator inspection, some signage and issuance of a temporary or permanent Certificate of Occupancy. Over the past several weeks, there are contractual and legal issues which have essentially shut down the project. MART is working with its attorney on the project to get the work completed and the facility opened.
B.	Improvement to the Commuter Rail Corridor between Fitchburg and Boston 
Work on the project is continuing. The double tracking work along the corridor which resulted in the suspension of weekend service from June through December. The work has now stopped for the winter season but will resume again for the May to November timeframe resulting in the suspension of weekend service again. The MBTA has indicated that this suspended weekend service on the line will occur again in 2015, when the double tracking should be completed. 
C.	Wachusett Commuter Rail Extension Project – Station, Parking and Layover  Facilities
Construction is well underway at both the station and layover sites. MBTA is working on the completion is working with Pan AM on procurement of signal equipment. Pan Am has commenced with the track work for the Wachusett Extension. Substantial project completion is expected in December 2014 with full completion in the spring of 2015. 
D.	Parking Improvement at Ayer-Rail Trail Facility 	
MART staff has continued to meet with the Town Administrator and Economic Development Director for Ayer.  MART has also met with Federal Transit Administration Officials in Cambridge, MA and also met with local stakeholders and the MBTA at the proposed project location. MART is still working with local officials to procure an access between Main Street and the current Train Station in Ayer through private property.  FTA Officials indicated that we have to resolve this access issue as soon as possible before the rest of the project can move forward.  MART will continue to discuss this matter with Ayer Officials for a procurement of an access path, without any easement or any other conditions. MART is also working to arrange a site visit by the MBTA Office of Accessibility to determine potential triggering of full ADA compliance for the station and platform.
