Board of Selectmen’s agenda:
Review BB Botanic’s recent proposal to explore a different property for a future retail marijuana dispensary; specifically, at the Essex/Ipswich line on John Wise Avenue.
Determine if the Committee’s charge should be modified to review a possible Host Community Agreement for the new location.
Discuss whether Town Meeting should consider a bylaw limiting non-medical marijuana facilities in Essex to just one facility.
HCA Ad.Comm. Agenda:
Approve minutes from meeting of February 13th, 2020
Admin. Update: attendance at BOS meeting 02/26/20
Collect market analysis from BB Botanics. If provided, review and discuss as necessary
Review HCA draft: items categorized as “Town Oversite”, “Business Responsibilities” and “Business Operations”, edit as needed
Continue to examine list of stipulations a group of citizens requested be placed on the HCA, given to the BOS in October 2019. Items considered will include but are not limited to items identified in the HCA outline discussed at January 16th, meeting as written below, with particular attention spent on item “b” and “c”:
Discuss item “d”, if time allows.
HCA Outline
a) Town Oversite (licensing, fines, impact fee, payment sched, reporting/inspection/review, corrective actions, suspension, etc.)
b) Business Responsibilities (cooperation w/authorities, reporting of deficiencies, access to records, studies, manager oversite, etc.)
c) Business Operations (hours, manner of operations, product displays, traffic, parking, environmental, storage, disposal, public safety, etc)
d) Community Outreach/Prevention/Education/Support
Consider BB Botanics HCA Draft, if times allows.
Items that could not be reasonably anticipated by the Open Meeting Law posting deadline.
