SPECIAL TOWN MEETING
Article 1.  To see if the Town will vote to amend the appropriations for certain accounts for the fiscal year 2011 Operating Budget adopted under Article 3 of the June 2010 Annual Town Meeting; or take any other action relative thereto.

Article 2.  To see if the Town will vote to amend the source of funds for certain accounts appropriated at the June 2010 Annual Town Meeting; or take any other action relative thereto.

Article 3.  To see if the Town will vote to transfer from available funds a sum of money to the Reserve Fund Account and to transfer from the Employee Assistance Fund as established at the June 2010 Annual Town Meeting a sum of money to the Reserve Fund Account; or take any other action relative thereto.

Article 4.  To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money for the Assessor’s triennial Recertification of Values; or take any other action relative thereto.  

Article 5.  To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds, a sum of money to renew and narrowband certain radio frequencies for the Town; or take any other action relative thereto.

Article 6.  To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds, a sum of money to purchase a police cruiser; or take any other action relative thereto.

Article 7.  To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds, a sum of money for Police Payroll; or take any other action relative thereto.

Article 8.  To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds a sum of money to replace the pump on Engine #5; or take any other action relative thereto.

Article 9.  To see if the Town will vote to raise and appropriate, borrow, or transfer from available funds a sum of money to replace the roof on Fire Station #2; or take any other action relative thereto.

Article 10.  To see if the Town will vote to transfer from available funds a sum of money to replace computers for various town departments; or take any other action relative thereto.

Article 11.  To see if the Town will vote to require that all retirees, who retire after the acceptance of Chapter 32B Section 18A, their spouses and dependents who are enrolled in Medicare Part A at no cost to a retiree, their spouse or dependents, or eligible for coverage thereunder at no cost to a retiree, his spouse or dependents, be required to enroll in a Medicare health benefits supplement plan offered by the town; or take any other action relative thereto.  

Article 12.  To see if the Town of Barre will accept the provisions of Chapter 43D of the Massachusetts General Laws as amended pursuant to Section 11 of Chapter 205 of the Acts of 2006, and to approve the filing of an application with the Interagency Permitting Board for the designation of certain parcels of land as a Priority Development Site; or take any other action relative thereto.

Article 13.  To see if the Town will vote to amend the Right to Farm bylaw; or take any other action relative thereto.

Article 14.  To see if the Town will vote to repeal Chapter 46, Section 1 from the Barre Code Bylaws; or take any other action relative thereto.

Article 15.  To see if the Town will vote to have the Board of Selectmen petition the General Court of Massachusetts to make the offices of Town Treasurer and Tax Collector become combined into a single position and shall not be elected but shall be appointed by the Board of Selectmen; or take any other action relative thereto.

Article 16.  To see if the Town will vote to appropriate the sum of $1,455,400, or any other sum, to pay for engineering and construction of the Core Barre Common Traffic Improvement  Project consisting of engineering, inspection, property survey, title examination, acquisitions of appropriate easements and or takings to develop the project to MassDOT standards, drainage and utility inspection, reconstruction, rehabilitation, and certification within the limits of the Barre Common as is required to support new pavement and alleviate ponding on the Commons (said drainage improvements will include flood control issues associated with Gallaway Brook within the Common area including those which affect the Barre Town Library), construction of the portions of the  new Common not eligible for federal or state funding referred to as Non-Cost Participatory work including the municipal parking lot between Mechanic Street and School Street, completion of the first plan submission of the Barre Commons Traffic Improvement Plan to MassDOT and all costs incidental or related thereto, to be expended in conjunction with a Mass DOT grant anticipated in the amount of $2,000,000; to determine whether this appropriation shall be raised by borrowing or otherwise; or take any other action relative thereto.
