Title VI Presentation : RESOLUTION 700- BE IT RESOLVED that the Advisory Board of the Montachusett Regional Transit Authority has considered and been made aware of its Title VI Program, as presented by the Grants Program Director, and approves the program. VI. Capital Equipment/Facilities *A. Status of A & E Design - North Leominster Park and Ride Commuter Rail Parking Facility MART and Jacobs Engineering completed the bidding process in early January and awarded the project to the successful General Contractor – TLT Construction of Wakefield, MA. Initial Construction activities are already underway beginning with site work and the replacement of a stone culvert which flows underneath the current lot. It is expected construction should be completed by the summer of 2013. *B. Improvement to the Commuter Rail Corridor between Fitchburg and Boston The project is currently funded at $150 million with 50% State funds and 50% Federal funds. In addition MBTA has allocated another $40 million Stimulus Money to accomplish the double track and signal system. Work on the project is continuing including the new crossover located in Leominster, as well as improvements to the track along the corridor. The Littleton and South Acton station designs are moving forward and the complete line improvements are now scheduled to be completed in 2014. *C. Wachusett Commuter Rail Extension Project – Station, Parking and Layover Facilities MART continues to actively work with the City of Fitchburg, the Town of Westminster, Pan Am, the MBTA and their design consultants (Jacobs Engineering for the Station and Platform, Surface Parking Lot and Layover facility / HNTB for all track and signal design). Design is at approximately 30% completion for Jacobs and HNTB is expected to complete the 30% track and signal design by late spring. The MBTA consultants will be completing design to 30% and hiring a Project Manager/Construction Manager to complete the project through a design, bid, and build process. Project completion is expected in October 2013. *D. Parking Improvement at Ayer-Rail Trail Facility MART submitted a Categorical Exclusion (CE) Proposal for FTA approval and is working on an RFP to select an A & E firm to begin design and engineering work on the surface parking facility.
