CHARGE BARRE TRANSFER STATION OPERATION STUDY COMMITTEE
BARRE, MASSACHUSETTS
The Board of Selectmen of the Town of Barre hereby charges the Transfer Station Operation Study Committee with the following responsibilities and duties:
1. The election of officers including at least a Chairman and Secretary.
2. The recording of minutes and votes of all meetings as prescribed by the Open Meeting Law. Minutes are to be signed by the Secretary of the Committee upon approval of Committee and copies of the minutes submitted to the Town Clerk as prescribed in the Town Bylaw.
3. The Committee shall comply with the “Open Meeting Law” and the “Uniform Procurement Law”.
4. The Committee shall be governed by the “Conflict of Interest Laws”.
5. The Committee shall be composed of up to five (5) members of the community. Members will be appointed annually with terms expiring on June 30th of each year.
6. The Committee shall review current operations and investigate alternatives to the operations of the Transfer Station. The committee may investigate alternatives including operations administered by the Town of Barre, a regional agreement, or amendments to the current private service operation agreement. Alternatives shall include a cost-benefit analysis, may consider the bag fee schedule in relation to running the transfer station and shall engage any
resources necessary to research proposed alternatives.
7. The Committee shall include all associated costs to proposed alternatives and if any new alternatives become available, be included in the analysis. All alternatives proposed should be presented in the same template as to present an “apples-to-apples” comparison for the consideration of the Board of Health and Board of Selectmen.
8. The Committee shall recommend the best course of action for the operation of the Transfer station to the Board of Health, Board of Selectmen and Finance Committee based on current utilization of the facility. The recommendations of the Committee are advisory in nature and shall be presented to the Board of Health, Board of Selectmen, and Finance Committee prior to December 1, 2018. In the event the Committee recommends an alternative other than the current private operation of the Transfer Station, the Committee shall provide a
future growth plan for the facility.
9. The Committee shall provide progress reports to the Board of Health, Board of Selectmen and Finance Committee in preparation for town meetings and any related appropriation for the best course of action as recommended by the Study Committee.
10. The Board of Selectmen may disband the committee if they deem it necessary.
11. This charge may be amended by the Board of Selectmen at any time.
