TOWN OF BARRE - CHARGE OF THE:
POLICE CHIEF SEARCH COMMITTEE:

The Barre Board of Selectmen, charges the Police Chief Search Committee with the responsibility of guiding the chief’s search process. The committee shall provide to the Selectman a list of qualified unranked finalists from which the Selectmen shall interview and may hire for the Chief’s position.

1. Purpose: To thoroughly screen applicants for the position of Chief of Police, to interview qualified candidates, and provide a list of qualified unranked finalists from which the Selectmen shall interview and may hire for the Chief’s position. Supporting materials, including a completed Employment application, should be forwarded to the Selectmen.

2. It will be the responsibility of the Board of Selectmen or its designee, after securing the appropriate releases from the finalists, to conduct reference and background checks for all finalists and then to secure the required confidential physical, psychological, credit and reference checks of the candidate the board selects to be the Chief of Police.

3. Procedures: Conduct screenings and interviews in executive sessions. All application materials must be treated with the strictest confidentiality.

4. Selection of Candidates as Finalists:

a. Candidate demonstrates a thorough knowledge of an experience with
Massachusetts General Laws, policies and procedures related to police
work;
b. Candidate demonstrates a high level of personal integrity and self-
confidence, but also demonstrates ability to work with a wide variety of
personalities in both the Police Department and within a small town;
c. Candidate demonstrates ability to manage a police department that
currently includes 8 full time patrolmen, 5 part time patrolmen, and an
administrative assistant. Candidate demonstrates ability to be strong
chief and lead a department in a positive manner.
d. Candidate demonstrates the experience, ability and willingness to operate
the department at or near the current budget allocations, adjusted for
inflation;
e. Candidate demonstrates the experience and commitment to the development
of a community-oriented policing program including programs for elderly
and youth, crime preventions programs, public safety, etc.
f. Meet all other requirements of the job description for the Chief of
Police.
g. Ability to document experience in a supervisory capacity.

5. The Committee shall be composed of no more than five (5) regular members and two (2) alternate regular members. A quorum of the Committee is based on five members. The town residents appointed to this committee may have backgrounds in public safety, finance, management, or other related field. Members will be appointed by the Board of Selectmen. The Police Chief Search Committee will disband at the completion of the Police Chief Search.

6. The election of officers including at least a Chairman and Clerk to keep minutes (minutes of executive session must be approved in executive session and held in confidence until search is complete).

7. The recording of minutes and votes of all meetings as prescribed by the Open Meeting Law. Minutes are to be signed by the Secretary of the Committee upon approval of Committee and copies of the minutes submitted to the Town Clerk as prescribed in the Town Bylaw.

8. The Committee shall comply with the “Open Meeting Law” and the “Uniform Procurement Law”.

9. The Committee shall be governed by the “Conflict of Interest Laws”.

10. The Board of Selectmen may disband the committee if they deem it unnecessary.

11. This charge may be amended by the Board of Selectmen at any time.
